ការប្រមើលមើល​ទម្រង់​ ៣ នៃ​សង្គ្រាម​រវាង​ចិន និង​អាមេរិក

យោង​តាម​ទ្រឹស្តី​នៃ​ទំនាក់ទំនង​អន្តរជាតិ ពិភពលោក​គឺ​ស្ថិត​នៅក្នុង​សភាព​អនាធិបតេយ្យ​ជានិច្ច ដូច្នេះ​ហើយ​ប្រទេស​ទាំងឡាយ​តែងតែ​ស្វែងរក​តុល្យភាព​អំណាច ដើម្បី​រក្សា​ការពារ​សន្តិសុខ​របស់​ខ្លួន​។ ជាមួយ​នឹង​ភាពលេច​ធ្លោ​របស់​ចិន​ទាំង​ផ្នែក​សេដ្ឋកិច្ច និង​យោធា អាមេរិក និង​សម្ព័ន្ធមិត្ត​របស់​ខ្លួន​មាន​ការភ័យខ្លាច​ក្នុង​ការបាត់បង់​តុល្យភាព​អំណាច​ដែល​គាំទ្រ​ដល់​ការគ្រប់គ្រង​របស់​អាមេរិក​នៅក្នុង​សណ្តាប់ធ្នាប់​ពិភពលោក​នាពេល​បច្ចុប្បន្ន​។ អាមេរិក​ចាត់ទុក​ចិន​ថា​ជា “​រដ្ឋ​កែប្រែ​និយម​” (revisionist state) ហើយ​បាន​សម្តែង​ការព្រួយបារម្ភ និង​ចោទ​ចិន​ពី​ការអនុវត្ត​នយោបាយ​វាតទី​និយម​យោធា និង​ការប៉ុនប៉ង​ឈាន​ទៅ​រក​អនុត្តរភាព (hegemony) (​អំណាច​ខ្លាំង​លើសគេ​)​។

បើ​យើង​ក្រឡេកមើល​ពី​ចំណុចក្តៅ​យុទ្ធសាស្ត្រ​ជាច្រើន​នាពេល​បច្ចុប្បន្ន ដូចជា សមុទ្រ​ចិន​ខាងត្បូង​តៃវ៉ាន់ សង្គ្រាម​ពាណិជ្ជកម្ម​ និង​សង្គ្រាម​បច្ចេកវិទ្យា ជាដើម​ធ្វើឱ្យ​យើង​គិតថា លទ្ធភាព​នៃ​ការប្រឈមមុខ​ដាក់​គ្នា​រវាង​មហាអំណាច​ទាំង​ ២ ​ហាក់​ដូចជា​ចៀស​មិន​រួច​។ តើ​អាច​នឹងមាន​សង្គ្រាម​រវាង​ចិន និង​អាមេរិក​ពី​ភាពតានតឹង​នាពេល​បច្ចុប្បន្ន​ដែរឬទេ​? បើ​មាន​តើ​សង្គ្រាម​នឹងមាន​ទម្រង់​បែប​ណា​?

បើ​យើង​មើល​ពី​ប្រវត្តិសាស្ត្រ យើង​អាច​ប្រមើលមើល​ពី​ទម្រង់​ ៣ ​នៃ​សង្គ្រាម​ដែល​អាច​កើតមានឡើង​រវាង​ចិន និង​អាមេរិក​គឺ​៖ សង្គ្រាម​លោក​លើកទី​ ៣ សង្គ្រាម​ត្រជាក់​ទី​ ២ និង​សង្គ្រាម​ដោយ​តួអង្គ​តំណាង (proxy wars) តាម​តំបន់​។

សង្គ្រាម​លោកលើក​ទី​ ៣ គឺជា​ទម្រង់​នៃ​ការប្រមើលមើល​ដែល​មាន​លក្ខណៈ​ជ្រុលនិយម​។ នៅពេល​ដែល​ចិន​ត្រូវបាន​គេ​ចាត់ទុក​ថា ជា​ការគំរាមកំហែង​សន្តិសុខ និង​ជា​ប្រទេស​ដែល​ចង់​ច្បាម​យក​អំណាច​ខ្លាំង​លើសគេ​ដោយ​យោធា តើ​យើង​គួរ​ចាត់ទុក​ចិន ដូចជា​អាល្លឺម៉ង់ និង​ជប៉ុន​ក្នុង​សម័យ​សង្គ្រាមលោក​ទាំង​ ២ ​លើក​ដែរ​ឬ​ទេ​?

តើ​ចិន​មាន​បាន​ឈ្លានពាន និង​កាន់កាប់​ប្រទេស​ណាមួយ​ហើយ​ឬ​នៅ​? តើ​ចិន​មាន​ដាក់​នឹម​អាណានិគម​ចក្រពត្តិនិយម​ដែរ​ឬ​ទេ​? ​តើ​ចិន​មាន​បាន​សម្លាប់​រង្គាល​ប្រជាជន​ប្រទេស​ណា​ ១ ​ឬ​ទេ​? តើ​ចិន​គឺជា​រដ្ឋ​ភេរវករ​ឬ​យ៉ាងណា​?

តើ​នឹង​អាច​មាន​ព្រឹត្តិការណ៍​ស្រដៀង​នឹង​ការវាយឆ្មក់​របស់​ជប៉ុន​លើ​កំពង់ផែ​យោធា Pearl Harbor របស់​អាមេរិក ដែល​ជា​កត្តា​ជំរុញ​ឱ្យ​អាមេរិក​ប្រឡូក​ក្នុង​សង្គ្រាមលោក​ដែរឬទេ​? ទម្រង់​ទី​ ២ ​នៃ​សង្គ្រាម​គឺ “​សង្គ្រាមត្រជាក់​ទី​ ២” ដែល​ត្រូវ​បាន​គេ​ពិភាក្សា​យ៉ាង​ផុសផុល​ថា អាច​ក្លាយ​ជា​ការពិត ឬ​កំពុង​តែ​កើតឡើង​រួចទៅ​ហើយ​នាពេល​បច្ចុប្បន្ន​។ ប៉ុន្តែ​បើ​កើត​មាន​ពិតមែន​សង្គ្រាមត្រជាក់​លើក​នេះ​គឺ​មិនមែន​ជា​ជម្លោះ​មនោគមន៍​វិជ្ជាការ​ប្រកួតប្រជែង​ជើងឯក​អវកាស ឬ​ការរត់​ប្រណាំង​សព្វាវុធ​នុយក្លេអ៊ែរ ដូច​សង្គ្រាមត្រជាក់​លើក​មុន​នោះទេ​។

លើក​នេះ​ គឺ​មាន​ទិដ្ឋភាព​ផ្សេង ដូចជា សង្គ្រាម​ពាណិជ្ជកម្ម សង្គ្រាម​បច្ចេកវិទ្យា សង្គ្រាម​អ៊ីនធឺណិត ការប្រកួត​ដណើ្តម​ឥទ្ធិពល​លើ​ស្ថាប័ន​អភិបាលកិច្ច​សកល ឬ​ក៏​សង្គ្រាម​ចម្រុះ​ទិដ្ឋភាព​។ ការប្រកួតប្រជែង​ត្រួតត្រា​លើ​ក្របខ័ណ្ឌ​ពហុភាគី​ក៏​អាចជា​សមរភូមិ​មួយ​នៅក្នុង​សង្គ្រាម​ត្រជាក់​ទី​ ២ ដែល​បាននិង​កំពុង​បែងចែក​ប្រទេស​នានា​តាម​ប៉ូល​អំណាច​នីមួយៗ ឧទាហរណ៍​ដូចជា ការប្រកួតប្រជែង​រវាង “​គំនិត​ផ្តួចផ្តើម​ផ្លូវ និង​ខ្សែក្រវាត់​” របស់​ចិន​ជាមួយ​នឹង ​“​យុទ្ធសាស្ត្រ​ឥណ្ឌូប៉ាស៊ីហ្វិក​” របស់​អាមេរិក​ជាដើម​។

ប៉ុន្តែ​បើ​សង្គ្រាម​ត្រជាក់​ទី​ ២ កំពុងតែ​កើតមាន​ពិតមែន សង្គ្រាម​នេះ​អាច​នឹង​មាន​សមរភូមិ​តិចជាង​សង្គ្រាមត្រជាក់​ទី​ ១ ដោយសារ​ថា ចិន​មាន​ការអល់អែក​ក្នុង​ការឈាន​ទៅ​ប្រកួតប្រជែង​ដណ្តើម​ការដឹក​នាំនៅ​គ្រប់​សមរភូមិ​ជាមួយ​អាមេរិក ដូច​អ្វី​ដែល​សហភាព​សូវៀត​បាន​ព្យាយាម​ធ្វើ​ក្នុងសម័យ​សង្គ្រាមត្រជាក់​លើក​មុន​។

ការប្រើ​ពាក្យ “​ប្រកួតប្រជែង​” គ្រប់គ្រង​ក្របខ័ណ្ឌ​ពហុភាគី​ក៏​មិនត្រឹមត្រូវ​ទាំងស្រុង​ដែរ ពីព្រោះ​ថា​ថវិកា​វិភាគទាន​របស់​ចិន​ចំពោះ​ប្រព័ន្ធ​ពហុភាគី​នៅ​ទាប​នៅឡើយ បើ​ប្រៀបធៀប​ជាមួយ​អាមេរិក ហើយ​វា​ក៏​មិនមែន​ជា​ការប្រកួត​ប្រជែង​ដែរ ប្រសិន​បើ​អាមេរិក​គិតតែ​ពី​ដកខ្លួន​ចេញពី​ប្រព័ន្ធ​ពហុភាគី និង​អង្គការ​អន្តរជាតិ​ជាច្រើន​ដែល​ខ្លួន​បាន​ខិតខំ​ចូលរួម​បង្កើតឡើង​បន្ទាប់ពី​សង្គ្រាម​លោកលើកទី​ ២ ​តួយ៉ាង​ដូចជា​ការដក​ខ្លួន​ពី​អង្គការ​ UNESCO អង្គការ​សុខភាព​ពិភពលោក ក្រុមប្រឹក្សា​សិទ្ធិមនុស្ស​របស់​អង្គការ​សហប្រជាជាតិ កិច្ចព្រមព្រៀង​ទីក្រុង​ប៉ារីស​ស្តីពី​ការប្រែប្រួល​អាកាសធាតុ​ជាដើម​។

ប្រទេស​ចិន​សម័យ​ទំនើប តាមពិត​បាន​អាស្រ័យផល​ជាច្រើន​ពី​ប្រព័ន្ធ​អភិបាលកិច្ច​ពិភពលោក ដែល​បង្កើតឡើង​ដោយ​អំណាច​គ្រប់គ្រង​របស់​អាមេរិក ហើយ​ចិន​ក៏​ពុំទាន់​បាន​បង្កើត​នូវ​ប្រព័ន្ធ​អភិបាលកិច្ច​សកល​ណាមួយ​នៅឡើយ​ទេ ទាំង​ផ្នែក​នយោបាយ និង​សេដ្ឋកិច្ច​។ ចិន​ហាក់​ដូចជា​មិនទាន់​បាន​សម្តែង​មហិច្ឆតា​ចង់​ដាក់​បន្តុប​ប្រព័ន្ធ​នយោបាយ​របស់ខ្លួន ឬ​ពង្រីក​ប្រព័ន្ធ​នយោបាយ​របស់​ខ្លួន​ទៅលើ​ប្រទេស​ដទៃ​ដែរ ហើយ​មកទល់​ពេល​នេះ​ក៏​ពុំទាន់​មាន​ប្រទេស​ណា​ក្នុង​លោក​ដែល​ប្រកាស​ទទួល​យក​ប្រព័ន្ធ​អភិបាលកិច្ច​តាមបែប​ចិន​ដែរ​។

ទម្រង់​ទី​ ៣ នៃ​សង្គ្រាម​នោះ​គឺ​សង្គ្រាម​ដោយ​តួអង្គ​តំណាង​នៅ​តំបន់​អាស៊ី​ប៉ាស៊ីហ្វិក​ដែល​ជា​វេទិកា​ប្រកួតប្រជែង​ចម្បង​រវាង​អាមេរិក និង​ចិន​។ ដូច​ក្នុង​សង្គ្រាមត្រជាក់​លើក​ទី​ ១ ការប្រកួតប្រជែង​រវាង​អាមេរិក និង​ចិន​អាច​ឈាន​ទៅរក “​សង្គ្រាម​ក្តៅ​” រវាង​ប្រទេស​ដែល​គាំទ្រ​ប៉ូល​នីមួយៗ​។ តំបន់​ក្តៅ​ដូចជា សមុទ្រ​ចិន​ខាងត្បូង និង​តៃវ៉ាន់​គឺ​សុទ្ធតែ​ជា​ចំណុច​ដែល​អាច​ធ្វើឱ្យ​សង្គ្រាម​ក្តៅ​ផ្ទុះឡើង​។

សម្រាប់​តំបន់​មេគង្គ លទ្ធភាព​នៃ​ការផ្ទុះ​ឡើង​នៃ​ “​សង្គ្រាម​វៀតណាម​ទី​​ ២” គឺ​មិនអាច​ផាត់​ចោល​បាន​ឡើយ នៅពេល​ដែល​វៀតណាម និង​ចិន​តែងតែ​ប្រឈមមុខ​ដាក់គ្នា​ជារឿយៗ​នៅ​សមុទ្រ​ចិន​ខាងត្បូង​។ កម្ពុជា​ធ្លាប់​មាន​បទពិសោធ​ទទួលរង​ពី​ឥទ្ធិពល​នៃ “​សង្គ្រាម​វៀតណាម​ទី​ ១” រួចហើយ តាមរយៈ​សង្គ្រាម​ដោយ​តួអង្គ​តំណាង​។ នៅពេល​ដែល​កម្ពុជា​ជួយ​វៀតណាម ដោយ​អនុញ្ញាត​ឱ្យ​ប្រើប្រាស់ “​ផ្លូវលំ​សីហនុ​” (Sihanouk Trail) នៅលើ​ទឹកដី​របស់ខ្លួន​ដើម្បីឱ្យ​កងទ័ព​វៀតណាម​ខាងជើង​ដឹកជញ្ជូន​ស្បៀង និង​អាវុធ អាមេរិក​បាន​ទម្លាក់​គ្រាប់បែក​លើ​កម្ពុជា​ជាង​ ២ ​លាន​តោន ធ្វើឱ្យ​ប្រជាជន​ខ្មែរ​ស្លាប់ និង​របួស​យ៉ាងតិច​ ១០ ​ម៉ឺន​នាក់ និង​បាត់បង់​ទីជម្រក​ជាង​ ២ ​លាន​នាក់​។

ការទម្លាក់​គ្រាប់បែក​របស់​អាមេរិក​ត្រូវ​បាន​គេ​ចាត់ទុកថា ជា​កត្តា​មួយ​ដែល​ជួយ​ពង្រឹង​ការកាន់កាប់​អំណាច​របស់​ក្រុម​ប្រល័យ​ពូជសាសន៍ ប៉ុល ពត​។ នៅ​ក្នុងសម័យ​សង្គ្រាមត្រជាក់ នៅពេល​ដែល​ផ្នែក​ផ្សេងទៀត​នៃ​អាស៊ីអាគ្នេយ៍​មាន​សន្តិភាព ប្រទេស​ពាក់កណ្តាល​នៃ​អនុតំបន់​មេគង្គ​បាន​រងគ្រោះ​ដោយ​សង្គ្រាម​បង្ហូរឈាម​ដែល​អូសបន្លាយ​រហូត​ដល់​ចុង​ទសវត្សរ៍​ឆ្នាំ​ ១៩៩០ នៅពេល​ដែល​សង្គ្រាមស៊ីវិល​បាន​បិទ​ទំព័រ​ចុងក្រោយ​របស់ខ្លួន​នៅ​កម្ពុជា​ក្នុង​ឆ្នាំ​ ១៩៩៨​។ ពិតណាស់ថា ទាំង​អាមេរិក និង​ចិន​មិន​ចង់​ប្រឈមមុខ​ដាក់គ្នា​ដោយ​សង្គ្រាម​នោះទេ​។ ចំពោះ​ចិន និង​វៀតណាម​វិញ​ក៏​ដូចគ្នា​។

ទោះបី​ជា​ពួកគេ​ប្រឈមមុខ​ច្រើន​នៅក្នុង​សមុទ្រ​ចិន​ខាង​ត្បូង​ក្តី ពួកគេ​ក៏​មិន​ចង់​មាន​សង្គ្រាម​តទល់​ដោយផ្ទាល់​ដែរ ដោយសារ​តែ​ពួកគេ​មាន​ទំនាក់ទំនង​ស្អិតរមួត​រវាង​គណបក្ស​កុម្មុយនីស្ត​ទាំង​ ២ និង​ទំនាក់ទំនង​ពាណិជ្ជកម្ម​ដែល​ធំជាងគេ​បំផុត​នៅ​តំបន់​អាស៊ីអាគ្នេយ៍ (​លើសពី​ ១០០ ​ប៊ីលាន​ដុល្លារ​ក្នុង​ ១ ​ឆ្នាំ​)​។

យ៉ាងណាក្តី គេ​ក៏​មិនអាច​បំភ្លេច​ដែរ​ថា​ក្រោយ​សង្គ្រាម​លោក​លើកទី​ ២ ប្រទេស​ទាំង​ ២ ​ធ្លាប់​មាន​សង្គ្រាម​ច្រើនលើក​ច្រើនសា​ជាមួយ​គ្នា បូករួម​ទាំង​ការប្រយុទ្ធ​បង្ហូរឈាម​នៅ​ឆ្នាំ​ ១៩៧៤ ​ដណ្តើម​កាន់កាប់​ប្រជុំ​កោះ Paracel ក្នុង​តំបន់​សមុទ្រ​ចិន​ខាងត្បូង​។

ដូច្នេះ​ទោះបី​ជា​ចិន និង​អាមេរិក​មិន​ចង់​តទល់​ផ្ទាល់​ដោយ​សង្គ្រាម​ក៏ដោយ សង្គ្រាម​ដោយ​តួអង្គ​តំណាង​អាច​នឹង​លេចឡើង​សាជាថ្មី ហើយ​ប្រទេស​តូចតាច​នឹងត្រូវ​ទទួល​រងគ្រោះ ឧទាហរណ៍​ដូច​ក្នុង​ករណី​សង្គ្រាម​វៀតណាម​លើក​ទី​ ១ ​ដែរ​។

ទាំងនេះ​គឺជា​ការប្រមើលមើល​ពី​ទម្រង់​ផ្សេងៗ និង​លទ្ធភាព​នៃ​ការកើតឡើង​នៃ​សង្គ្រាម​រវាង​ចិន និង​អាមេរិក​។ ដូច​ក្នុង​សង្គ្រាមត្រជាក់​លើក​ទី​ ១ ដែរ​មហាអំណាច​មិនអាច​លើកលែង​ចំពោះ​ការប្រកាន់​ជំហរ​ស្ងៀមស្ងាត់ និង​អព្យាក្រឹត្យភាព​បាន​ឡើយ​។ មាន​ជម្រើស​តិច​ណាស់​សម្រាប់​រដ្ឋ​តូចតាច​។ ទោះ​ចង់​ ឬ​មិន​ចង់ ជម្រើស​ទាំងនោះ​តែងតែ​មាន​ហានិភ័យ​ខ្ពស់​ចំពោះ​ឯករាជ្យ និង​អធិបតេយ្យភាព​របស់​រដ្ឋ​តូច​។

ប្រទេស​នានា​អាច​ការពារ​សុវត្ថិភាព និង​សន្តិសុខ​របស់ខ្លួន​បាន​ទាល់តែ​យើង​រៀន​ពី​មេរៀន​ប្រវត្តិសាស្ត្រ​។ ជា​អកុសល សម្រាប់​កម្ពុជា​ប្រវត្តិសាស្ត្រ​នៃ​ការឈ្លោះ​គ្នា​រវាង​មហាអំណាច​គឺជា​ប្រវត្តិសាស្ត្រ​ដែល​គួរឱ្យខ្លាច ឃោរឃៅ និង​ដាប​ដោយ​ឈាម ពីព្រោះ​ថា សង្គ្រាមត្រជាក់​គឺ​ត្រជាក់​តែ​​រវាង​ប្រទេស​មហាអំណាច​ប៉ុណ្ណោះ តែ​វា​ក្តៅ​សម្រាប់​ប្រទេស​តូចតាច​៕

ក្នុង​ក្របខ័ណ្ឌ​ទ្វេភាគី​ទោះ​ល្អ​ ឬ​អាក្រក់​ទាំង​ចិន និង​អាមេរិក​បាន​ដើរតួនាទី​យ៉ាង​ធំធេង​នៅក្នុង​ប្រវត្តិសាស្ត្រ​សម័យ​ទំនើប​របស់​ប្រទេស​កម្ពុជា ដូច្នេះ​សម្រាប់​ប្រទេស​ទាំង​ ២ ការផ្តាច់​ទំនាក់ទំនង​ជាមួយ​ប្រទេស​​កម្ពុជា​ក៏​មិនមែន​ជា​ជម្រើស​ដូចគ្នា​។ ប្រទេស​ទាំង​ ២ បាន​វិនិយោគ​យ៉ាងច្រើន​សន្ធឹកសន្ធាប់​​នៅក្នុង​ប្រទេស​កម្ពុជា ហើយ​​ការវិនិយោគ​គឺ​មិនមែន​សំដៅ​តែ​ទៅលើ​ទឹក​លុយ​នោះទេ​។

ម្យ៉ាងទៀត​ក៏​មិន​មាន​ន័យថា កិច្ចសហប្រតិបត្តិការ​ជាក់ស្តែង​គឺ​ដាក់​កម្រិត​តែ​ទៅលើ​វិស័យ​យោធា ឬ​ការចូលរួម​ក្នុង​ទស្សនវិស័យ​ដ៏ធំធេង​ណាមួយ​របស់​​មហាអំណាច​ដែល​គ្មាន​អ្វី​ឱ្យ​ប្រាកដប្រជា ទាំង​ខ្លឹមសារ និង​គម្រោង​ជាក់ស្តែង​នោះដែរ​។

នេះ​គឺជា​ការពិត​ដែល​កម្ពុជា​មិន​អាច​ធ្វើឱ្យ​ខូចខាត​ទំនាក់ទំនង​ជាមួយ​មហាអំណាច​ទាំង​ ២ ​បាន ហើយ​ក៏​ជា​ផលប្រយោជន៍​ជាតិ​របស់​កម្ពុជា​ក្នុង​ការខិតខំ​ស្វែងរក​ភាព​បំពេញបន្ថែម​នៃ​ទំនាក់ទំនង​ជាមួយ​នឹង​ប្រទេស​ទាំង​ ២ ​ផងដែរ​។

បើ​គិតពី​ជំហរ​នយោបាយ ទាំង​ចិន និង​អាមេរិក​តែងតែ​អះអាង​ថា ពួកគេ​គាំទ្រ​ឯករាជ្យ​ និង​ជម្រើស​អធិបតេយ្យ​របស់​កម្ពុជា​។ ​សំណួរ​នៅត្រង់​ថា តើ​និយមន័យ​ “​ឯករាជ្យ​របស់​កម្ពុជា​” ​ដែល​ចិន និង​អាមេរិក​និយាយ​ខុសគ្នា​ត្រង់ណា​? ​ប្រសិនបើ​ដូចគ្នា ប្រទេស​ទាំង​ ២ គួរតែ​ស្រណុក​កាយ ស្រណុកចិត្ត​នៅពេល​ដែល​កម្ពុជា​មាន​ទំនាក់ទំនង​ល្អ​ទាំង​សង​ខាង ព្រោះ​នេះ​គឺជា​ការគោរព​លើ​សិទ្ធិ​សម្រេច ​និង​ផលប្រយោជន៍​ជាតិ​កម្ពុជា​។

ប្រសិន​បើ​មិនមាន​ន័យ​ដូចគ្នា​ទេនោះ បាន​ន័យ​ថា ការអះអាង​របស់​ពួកគេ​គឺ​បាន​តែ​និយាយ​គ្មាន​ខ្លឹមសារ​។

គឺជា​ការធម្មតា​ដែល​ប្រទេស​ទាំង​ ២ ​ចង់​បាន​អ្វីដែល​ល្អ​បំផុត​ពី​កម្ពុជា ប៉ុន្តែ​វា​ជា​ប្រការ​សមស្រប និង​យុត្តិធម៌​ផងដែរ ដែល​កម្ពុជា​ក៏​ចង់បាន​អ្វី​ដែល​ល្អ​បំផុត​ពី​ពួកគេ​ដូចគ្នា​។ ជា​អកុសល​ការគោរព​លើ​សមភាព​អធិបតេយ្យ​មិនមែន​តែងតែ​ត្រូវ​បាន​អនុវត្ត​នោះទេ នៅក្នុង​នយោបាយ​អន្តរជាតិ​។

អសមភាព​អំណាច​បាន​សម្តែង​ចេញ​យ៉ាងច្បាស់​លាស់ ហើយ​ករណី​នេះ​មិនមែន​សំដៅ​តែ​លើ​ប្រទេស​ចិន និង​អាមេរិក​នោះទេ​។ ​ឧទាហរណ៍​ទូត​ប្រទេស​ខ្លះ តែងតែ​ទាមទារ​សុំ​ជួប​ជាមួយ​រដ្ឋមន្ត្រី​ការបរទេស​របស់​កម្ពុជា ប៉ុន្តែ​ផ្ទុយទៅវិញ ទូត​របស់​កម្ពុជា​មិន​ងាយ​នឹង​បាន​ជួប​មន្ត្រី​ថ្នាក់​ប្រធាន​នាយកដ្ឋាន​នៃ​ក្រសួង​ការបរទេស​របស់​ពួកគេ​ផង​។

បើ​គិតពី​ទស្សនៈ​សេដ្ឋកិច្ច​យើង​​អាច​មាន​ការងាយយល់​ជាង​ទៅ​​លើ​ចំណុច​ដែល​ថា​ទំនាក់ទំនង​កម្ពុជា​ជាមួយ​ចិន និង​អាមេរិក​មាន​ភាព​បំពេញ​បន្ថែម​គ្នា​ហើយ​មិនអាច​កាត់ផ្តាច់​គ្នា​បាន​។

ចិន​បាននិង​កំពុង​ជួយ​កសាង​ហេដ្ឋារចនាសម្ព័ន្ធ​រូបវន្ត​ជាច្រើន​​ដល់​កម្ពុជា ដែល​បាន​ជួយ​ពង្រឹង​ភាព​តភ្ជាប់​នៃ​ដែនដី​របស់​កម្ពុជា និង​ពង្រឹង​ការតភ្ជាប់​ទីផ្សារ និង​ខ្សែចង្វាក់​ផលិតកម្ម​ក្នុងស្រុក​។ ចិន​បាននិង​កំពុង​តែ​វិនិយោគ​ជាច្រើន​លើ​វិស័យ​វាយនភណ្ឌ​របស់​កម្ពុជា​នេះ ក៏​ព្រោះ​ថា កម្ពុជា​បាន​ទទួល​ការអនុគ្រោះ​ពី​ទីផ្សារ​អាមេរិក​។ ​នៅពេល​ដែល​ចិន​បាន​វិនិយោគ​រាប់​ប៊ី​លាន​ដុល្លារ​នៅ​កម្ពុជា​ចំនួន​នេះ​បាន​ប្រែក្លាយ​ទៅ​ជា​ទំនិញ​រាប់ប៊ីលាន​ដុល្លារ​ដែល​កម្ពុជា​នាំ​ចេញ​ទៅ​អាមេរិក​ដែរ​។ បានន័យថា បើ​កម្ពុជា​គ្មាន​ទីផ្សារ​របស់​អាមេរិក​ចិន​ក៏​មិន​មក​វិនិយោគ​ដែរ​។

មួយវិញទៀត បើ​កម្ពុជា​គ្មាន​សមត្ថភាព​ផលិត​ដែល​គាំទ្រ​ដោយ​ការវិនិយោគ​ពី​ចិន ការផ្តល់​ភាពអនុគ្រោះ​ទីផ្សារ​របស់​អាមេរិក​គឺ​គ្មាន​ន័យ និង​ផលប្រយោជន៍​អ្វី​ឡើយ​សម្រាប់​កម្ពុជា​។

អាមេរិក​បាន​ទទួល​ផល​ពី​ទំនិញ​ធូរ​ថ្លៃ​ពី​កម្ពុជា ចិន​បាន​​ទទួលផល​ពី​ខ្សែចង្វាក់​ផលិតកម្ម និង​តម្លៃ រីឯ​កម្ពុជា​បាន​​ទទួលផល​ពី​ការបង្កើត​ការងារ ការបង្កើត​ចំណូល ការពង្រឹង​ស្តង់ដា​ការងារ សីលធម៌​ការងារ ការលើកស្ទួយ​សិទ្ធិ​កម្មករ​។​ល​។ នេះហើយ​គឺជា​ភាព​បំពេញបន្ថែម​ផ្នែក​សេដ្ឋកិច្ច​ដែល​ចំណេញ​សម្រាប់​គ្រប់ភាគី​។

បើ​គិតពី​ទស្សនៈ​យុទ្ធសាស្ត្រ​យោធា វា​មិនមែន​ជា​ផលប្រយោជន៍​កម្ពុជា​សោះឡើយ​ដែល​ខ្លួន​ត្រូវ​ក្លាយ​ជា​ដៃជើង​បម្រើ​ឱ្យ​យោធា​ប្រទេស​ដទៃ​។

ក្នុង​អតីតកាល​កម្ពុជា​បាន​ផ្តល់​ការគាំទ្រ​ដល់​វៀតណាម​តាមរយៈ​ “​ផ្លូវលំ​សីហនុ​” (Sihanouk Trail) ​ដែល​តភ្ជាប់​ “​ផ្លូវលំ​ហូជីមិញ​” ​នៅ​ភាគ​ខាងត្បូង​ប្រទេស​​ឡាវ​ដែលជា​ផ្លូវលំ​សម្ងាត់​សម្រាប់​​នាំ​អាវុធ​ស្បៀង​ពី​វៀតណាម​ខាងជើង​ទៅ​វៀតណាម​ខាងត្បូង ហើយ​ត្រូវ​បាន​ប្រើប្រាស់​ដោយ​កងទ័ព​ប្រជាជន​វៀតណាម និង​រណសិរ្ស​រំដោះជាតិ (​វៀតកុង​) ​នៅក្នុង​សង្គ្រាម​វៀតណាម​ពី​ឆ្នាំ​ ១៩៦០ ដល់​ឆ្នាំ​ ១៩៧៥​។

ដោយសារតែ​មូលហេតុ​នេះ អាមេរិក​បាន​ទម្លាក់​គ្រាប់បែក​ដូច​ក្រាល​ព្រំ​មកលើ​ទឹកដី​កម្ពុជា ចាប់ពី​ចុង​ទសវត្សរ៍​ឆ្នាំ​ ១៩៦០ ​ដល់​ទសវត្សរ៍​ឆ្នាំ​ ១៩៧០​។ គេ​ប៉ាន់​ស្មានថា​អាមេរិក​ទម្លាក់​គ្រាប់បែក​លើទឹក​ដី​កម្ពុជា​ជាង​ ២ ​លាន​តោន​ធ្វើឱ្យ​ស្លាប់ និង​របួស​ប្រជាជន​ខ្មែរ​យ៉ាងតិច​ ១០ ​ម៉ឺន​នាក់ ហើយ​ប្រជាជន​ ២ ​លាន​នាក់​ទៀត​បាត់បង់​ទីជម្រក​។

បន្ថែម​លើ​ការរងគ្រោះ​ខាងលើ​អ្នកស្រាវជ្រាវ​ជាច្រើន​បាន​វិនិច្ឆ័យ​ថា ការទម្លាក់​គ្រាប់បែក​របស់​អាមេរិក​លើ​ទឹកដី​កម្ពុជា គឺជា​កត្តា​មួយ​ដែល​ចូលរួម​ចំណែក​ដល់​ការងើប​ឡើង​នៃ​របប​ប្រល័យពូជសាសន៍ ប៉ុលពត​។ ចាប់តាំងពី​ពេលនោះ​មក និម្មានបនកម្ម​សន្តិសុខ និង​ជញ្ជីង​តុល្យភាព​អំណាច​នៅ​​ក្នុង​តំបន់​ពុំ​មាន​អំណោយផល​ចំពោះ​សន្តិភាព និង​ស្ថិរភាព​របស់​កម្ពុជា​នោះឡើយ​។ ៧០ ​ឆ្នាំ​ក្រោយ​សង្គ្រាមលោក​លើក​​ទី​ ២ ​កម្ពុជា​រងគ្រោះ​ដោយ​សង្គ្រាម​​ដោយ​តួអង្គ​តំណាង​ (proxy wars) ​និង​សង្គ្រាមស៊ីវិល​ជាង​ ៣០ ​ឆ្នាំ​។ តើ​អាច​ទៅ​រួច​ទេ​ដែល​កម្ពុជា​អាច​បំភ្លេច​ប្រវត្តិសាស្ត្រ​ដ៏សែន​ជូរចត់​នេះ​? តើ​សមហេតុផល​ទេ ដែល​កម្ពុជា​ចង់​ក្លាយ​ជា​តួអង្គ​សាជាថ្មី​ម្តងទៀត​ដូច​នៅក្នុង​សង្គ្រាម​ដោយ​តួអង្គ​តំណាង​កាលពី​អតីតកាល​?

ប្រសិន​បើ​វៀតណាម​ដែល​​ជា​ប្រទេស​កុម្មុយនីស្ត អាច​ធ្វើ​ពាណិជ្ជកម្ម​ជាង​ ១០០ ​ប៊ីលានដុល្លារ​ក្នុង​ ១ ​ឆ្នាំ​ជាមួយ​ចិន ហើយ​អាច​មាន​កិច្ចសហប្រតិបត្តិការ​ល្អ​ជាមួយ​អាមេរិក​ទៀត ដូច្នេះ​វា​គ្មាន​ហេតុផល​អ្វីដែល​កម្ពុជា​មិន​អាច​ទាក់ទង​ចិន​ផង និង​អាមេរិក​ផង​ក្នុងពេល​តែមួយ​នោះទេ​។ ម្យ៉ាងទៀត​វៀតណាម​ក៏​គ្មាន​ផ្តល់​មូលដ្ឋាន​យោធា​របស់​ខ្លួន​ឱ្យ​បរទេស​ប្រើប្រាស់​ដែរ បើ​ទោះបី​ជា​ខ្លួន​មាន​ជម្លោះ​ដែន​អធិបតេយ្យ​ក្នុង​សមុទ្រ​ចិន​ខាងត្បូង​ជាមួយ​ចិន​ក៏ដោយ​។

នៅពេល​ដែល​កម្ពុជា​ត្រូវការ​​ធ្វើ​ពិពិធកម្ម​កិច្ចសហប្រតិបត្តិការ​យោធា ប្រទេស​ដៃគូ​ក៏​គួរ​តែ​យល់​ពី​ទស្សនៈ​របស់​កម្ពុជា ចំពោះ​ការគំរាមកំហែង​លើ​​សន្តិសុខ​ជាតិ​របស់​កម្ពុជា ដូចជា គ្រោះថ្នាក់​នៃ​ការជំរុញ​ការផ្លាស់ប្តូរ​របប ការរំលោភ​លើ​អធិបតេយ្យ និង​ការលូកដៃ​ចូល​នយោបាយ និង​កិច្ចការ​ផ្ទៃក្នុង​របស់​កម្ពុជា​ផងដែរ​។ ​បើ​មិន​ដូច្នេះ​ទេ​ការពង្រីក​កិច្ចសហប្រតិបត្តិការ​យោធា​មាន​ហានិភ័យ​ណាស់​ចំពោះ​កម្ពុជា​ដែល​នៅតែ​មាន​ដិតដាម​ប្រវត្តិសាស្ត្រ​សង្គ្រាម​នៅឡើយ​។

ទាំង​ចិន និង​អាមេរិក គួរតែ​គោរព​កិច្ចខិតខំ​ប្រឹងប្រែង​របស់​កម្ពុជា​ក្នុង​ការរក្សា​ឯករាជភាព​ និង​អធិបតេយ្យ​របស់​កម្ពុជា​។

ប្រទេស​ទាំង​ ២ គួរ​យល់ថា​ការខិតខំ​ការពារ​ផលប្រយោជន៍​ជាតិ​កម្ពុជា​ដោយមាន​ទំនាក់ទំនង​ល្អ​ជាមួយ​ប្រទេស​ទាំង​សងខាង​មិនមែន​ជា​ទោសទណ្ឌ​ដែល​ត្រូវ​ចាប់កំហុស​នោះឡើយ​។

តើ​កម្ពុជា​អាច​នឹង​រំពឹង​អ្វី ពី​កិច្ចប្រជុំ​រដ្ឋមន្ត្រី​ការបរទេស​អាស៊ាន​លើក​ទី​ ៥៣?

នៅ​ខែកញ្ញា​ខាងមុខនេះ វៀតណាម​ដែលជា​ប្រធាន​ប្តូរ​វេន​អាស៊ាន​នឹង​រៀបចំ​កិច្ចប្រជុំ​រដ្ឋមន្ត្រី​ការបរទេស​អាស៊ាន​លើក​ទី​ ៥៣ និង​កិច្ចប្រជុំ​ពាក់ព័ន្ធ​ផ្សេងទៀត​ដែល​នឹង​ប្រព្រឹត្ត​ទៅ​តាមរយៈ​ប្រព័ន្ធ​វីដេអូ​។

ក្នុង​ឆ្នាំ​ ២០២០ វៀតណាម​បាន​ជ្រើសរើស​មូលបទ “​ភាពស្អិតល្មួត និង​ការឆ្លើយតប​” ​ដែល​មាន​អត្ថន័យ​ជា​ការឆ្លុះបញ្ចាំង​អំពី​ការពង្រឹង​ឯកភាព និង​សាមគ្គីភាព​អាស៊ាន ការពង្រឹង​មជ្ឈភាព​អាស៊ាន និង​លើកកម្ពស់​ការចូលរួម​ចំណែក​ដ៏សកម្ម​របស់​អាស៊ាន​ក្នុង​បុព្វហេតុ​សន្ដិភាព និង​ស្ថិរភាព​តំបន់​។ ក្នុង​បរិបទ​នៃ​វិបត្តិ​សុខាភិបាល​សកលលោក យើង​សង្កេត​ឃើញ​ថា អាស៊ាន​នៅតែមាន​លទ្ធភាព​រក្សាបាន​នូវ​ភាពធន់ និង​សាមគ្គីភាព​របស់ខ្លួន​។

អាស៊ាន​ប្រហែល​ជា​ស្ថាប័ន​តំបន់​តែ​ ១ ​គត់​ដែល​នៅតែ​បន្ត​ការប្រាស្រ័យ​ទាក់ទង​របស់​ខ្លួន​ទោះជា​តាមរយៈ​ប្រព័ន្ធ​វីដេអូ​ក្តី ដើម្បី​ឆ្លើយតប​ទៅ​នឹង​វិបត្តិ​ជំងឺ​រាតត្បាត និង​ផលប៉ះពាល់​សេដ្ឋកិច្ច​ដោយ​ឈរលើ​គោល​គំនិត “​ជួយ​សង្គ្រោះ​ជីវិត ជួយសង្គ្រោះ​ជីវភាព​”​។ ​

អាស៊ាន​បាន​ជួយ​គ្នា​ទៅវិញ​ទៅមក និង​ចែករំលែក​ព័ត៌មាន​ទាក់ទង​នឹង​វិធានការ​បង្ការ​ទប់ស្កាត់​ជំងឺ​កូវីដ​១៩ និង​បាន​ទាក់ទាញ​ឱ្យ​ប្រទេស​ដៃគូ​ជាច្រើន​ចូលរួម​ក្នុង​យុទ្ធនាការ​នេះ​តាមរយៈ​យន្តការ​ដែល​មាន​ស្រាប់​របស់​អាស៊ាន​។ ​អាស៊ាន​បាន​ដាក់​ចេញ​នូវ​វិធានការ​ចាំបាច់​មួយចំនួន ឧទាហរណ៍​ដូចជា​ការបង្កើត​មូលនិធិ​អាស៊ាន​សម្រាប់​ការឆ្លើយតប​នឹង​ជំងឺ​កូវីដ​១៩ មជ្ឈមណ្ឌល​អាស៊ាន​សម្រាប់​គ្រោះអាសន្ន​សុខភាព​សាធារណ: និង​ជំងឺ​ដែល​កំពុង​លេចឡើង​ក៏ដូចជា ការអភិវឌ្ឍ​នូវ​ផែនការ​ស្តារ​សេដ្ឋកិច្ច​ឡើងវិញ​​គ្រប់​ជ្រុងជ្រោយ​។

យ៉ាងណាក្តី​យើង​ក៏​សង្កេតឃើញ​ថា​អាស៊ាន​មាន​ការប្រុងប្រយ័ត្ន និង​ថ្លឹងថ្លែង​ខ្ពស់​ក្នុង​ការចូល​ដៃ​ចូល​ជើង​ជាមួយ​មហាអំណាច​ណាមួយ​ប្រឆាំង​នឹង​មហាអំណាច​ផ្សេងទៀត​។ ​សមាជិក​អាស៊ាន​ជាច្រើន​បាន​បញ្ជាក់​គោលជំហរ​ជា​សាធារណៈ​ថា មិន​កាន់ជើង​ភាគី​ណាមួយ​ឡើយ​។ ​សម្រាប់​កម្ពុជា​វិញ​បើ​មើល​លើ​កត្តា​ប្រវត្តិសាស្ត្រ​កម្ពុជា​មាន​ការខ្លាចរអា​ចំពោះ​សង្គ្រាម ព្រោះ​យើង​ជា​ប្រទេស​ដែល​មាន​សន្តិភាព​ក្រោយ​គេ​បង្អស់​។ សង្គ្រាម​ដោយ​តួអង្គ​តំណាង (proxy war) នៅ​ក្នុងសម័យ​សង្គ្រាម​ត្រជាក់ ឧទាហរណ៍​ដូចជា​សង្គ្រាម​វៀតណាម​បាន​រីករាលដាល​ដល់​កម្ពុជា ហើយ​បាន​បង្ក​ជា​សោកនាដកម្ម​ជាច្រើន​រាប់មិនអស់ សម្រាប់​ប្រជាជាតិ​ខ្មែរ​។ “​សង្គ្រាមត្រជាក់​” គឺ​ត្រជាក់​តែ​រវាង​ប្រទេស​មហាអំណាច​ប៉ុណ្ណោះ ហើយ​ប្រទេស​តូចតាច​ត្រូវ​ទទួលរង​ “​សង្គ្រាម​ក្តៅ​”​ ​ដោយសារ​មហិច្ឆតា​ដណ្តើម​ឥទ្ធិពល​របស់​ប្រទេស​មហាអំណាច​។

គឺជា​រឿង​ធម្មតា​ដែល​ប្រទេស​តូចតាច​តែងតែ​ត្រូវបាន​គេ​ចោទថា ជា​អាយ៉ង​របស់​ប្រទេស​មាន​អំណាច​។ កម្ពុជា ជារឿយៗ​ត្រូវ​បាន​គេ​ចោទ​ប្រកាន់​ថា កាន់ជើង​ចិន​លើ​បញ្ហា​សមុទ្រ​ចិន​ខាងត្បូង ហើយ​ការអាក់ខាន​ក្នុង​​ការចេញ​សេចក្តី​ថ្លែងការណ៍​រួម​រដ្ឋមន្ត្រី​ការបរទេស​អាស៊ាន​នៅ​ឆ្នាំ​ ២០១២ នៅពេល​ដែល​កម្ពុជា​ធ្វើជា​ប្រធាន​​អាស៊ាន​បាន​ក្លាយ​ជា​ទឡ្ហីករណ៍​ដ៏ងាយស្រួល និង​សាមញ្ញ​បំផុត​។ ក្រោយមក​ទោះបី​ជា​កម្ពុជា​មិន​ធ្វើជា​ប្រធាន​អាស៊ាន​ក្តី ការចោទប្រកាន់​នេះ​នៅតែ​លេចឡើង​ជានិច្ច ជាពិសេស​នៅមុន​ពេល​ ឬ​ក្រោយពេល​កិច្ចប្រជុំ​រដ្ឋមន្ត្រី​ការបរទេស​អាស៊ាន​។

កម្ពុជា​បានក្លាយ​ជា​ប្រទេស​ដែល​គេ​សន្មត​ទម្លាក់​កំហុស​នៅ​រាល់ពេល​ដែលមាន​ការរាំងស្ទះ​ណាមួយ​កើតឡើង បើទោះបី​ជា​ប្រធាន​ប្តូរវេន​ផ្សេងៗ​ទៀត​មិនអាច​សម្រេច​វឌ្ឍនភាព​អ្វី​លើ​បញ្ហា​សមុទ្រ​ចិន​ខាងត្បូង​ក៏ដោយ​។ ឆ្នាំនេះ ឬ​ឆ្នាំក្រោយៗ​ទៀត ក៏​ប្រាកដ​ជា​នឹងមាន​ការចោទប្រកាន់​ដូចគ្នា ព្រោះ​ថា​ជម្លោះ​សមុទ្រ​ចិន​ខាងត្បូង​គឺជា​ជម្លោះ​ដែល​កើតមាន​រាប់​សតវត្សរ៍​មកហើយ ហើយក៏​ពុំមែន​ជា​ជម្លោះ​ដែល​អាច​ដោះស្រាយ​បាន​ដោយ​ងាយៗ​ក្នុង​អនាគត​ដ៏ឆាប់​ខាងមុខ​នេះដែរ​។

ជាមួយ​នឹង​កិច្ចព្រមព្រៀង​ពាណិជ្ជកម្ម​សេរី​ដែល​មាន​ស្រាប់​ជាច្រើន​ទៀត​នៅ​ឆ្នាំ​ ២០២០ ​នេះ​អាស៊ាន​ក៏​នឹង​ឈានដល់​ការចុះ​ហត្ថលេខា​លើ​កិច្ចព្រមព្រៀង​ភាព​ជា​ដៃគូ​សេដ្ឋកិច្ច​ទូលំទូលាយ​តំបន់​ (RCEP) ​ដែល​នឹង​ក្លាយជា​តំបន់​ពាណិជ្ជកម្ម​សេរី​ធំជាងគេ​បំផុត​លើ​ពិភពលោក​ដែល​នេះ​គឺជា​ការបង្ហាញ​នូវ​ការប្តេជ្ញាចិត្ត​ដ៏ខ្ជាប់ខ្ជួន​របស់​អាស៊ាន​ក្នុង​ការលើកស្ទួយ​ប្រព័ន្ធ​ពាណិជ្ជកម្ម​ពហុភាគី​ដែល​ផ្អែកលើ​វិធាន​ច្បាប់​។

ប្រទេស​កម្ពុជា​ក៏​នឹង​ខិតខំ​ជំរុញ​ពាណិជ្ជកម្ម​ក្នុង​តំបន់​ពង្រឹង​ការតភ្ជាប់ និង​ការរៀបចំ​សេដ្ឋកិច្ច​ឌីជីថល​។

Addressing investors' concerns key to drawing Japanese investments

AEON is one of only two major Japanese companies that have chosen to invest in Cambodia. Addressing investors’ concerns may help increase Cambodia’s chances to welcome the next batch of Japanese companies.

Fine-tuning “industrial connectivity” is not new to Japan, which has a strong production and supply chain in the Southeast Asian region.

Japan has strategised the way it does business in the region by considering the latter as a single integrated production site with multiple exporting markets at the same time.

Integrated production site refers to the approach that Japanese companies diversify its production lines in various ASEAN member states following comparative advantages and incentives that each country has to offer.

For instance, the upper stream of works that require higher-skills can be located in countries with more skilled labour forces, while the lower stream can be outsourced to other neighbouring countries with non-skilled or lower-skilled labour, with much lower wages.

This has been made possible thanks to the enhanced connectivity in the region and this is where the concept of “industrial connectivity” is derived from.

Other than benefitting from a combination of comparative advantages, industrial connectivity is also important for diversifying risks.

For instance, there were compelling reasons for Japanese companies to spread their production lines to various countries when anti-Japanese sentiment was heated up in China, coupled with the disastrous flood in Thailand in the early 2010s.

The trend of factories shifting out is what we now know as the Plus One effect such as “China+1” and “Thailand+1”.

During that period, Myanmar was the “darling” of the next frontier market for Japanese investment. Cambodia was not a major destination but there were companies like Minebea and AEON who chose Cambodia.

Minebea’s case is the real successful example of “Thailand+1” in which the company can enjoy benefits from both Thailand and Cambodia’s connectivity and incentives while averting risks.

This was the major wave of Japanese investment in Cambodia that assisted the latter to diversify its industrial base beyond the garment sector.

Japanese companies are well known for their good treatment of workers, providing uniforms, air-conditioned factories, dormitories, and even opportunities for informal education.

Strikes against Japanese companies are things that we have never heard of. The most important thing is these companies prosper too.

With the current Covid-19 pandemic, the US-China trade war and superpower rivalry, another wave of Japanese factories’ outflow from China is occurring.

ASEAN member states are vying to welcome those factories, but this time Vietnam is the “darling” destination owing to geopolitical reasons, large market, investment-friendly climate and skilled labour force.

Supply chain diversification

Japan’s Ministry of Economy, Trade and Industry (METI) and the Japan External Trade Organisation (Jetro) are the leading implementors for the so-called “Overseas Supply Chain Diversification Support Project”.

This seeks to enhance Japan’s supply chain resilience in Asia, especially through bolstering ASEAN-Japan economic and industrial cooperation.

The project can provide a subsidy of up to approximately $50 million for Japanese companies seeking to increase the production capacity in ASEAN member states. In mid-July, the first batch comprising of 30 companies were selected out of the 124 applicants.

In the breakdown, while some companies have multiple destinations, Vietnam received the most number with 15 companies, followed by Thailand (six), Malaysia (four), Philippines (three), Laos (two), and Myanmar and Indonesia one each.

Product-wise, factories bound for Thailand are more advanced, producing rare metals, car spare parts, vaccines and semi-conductors.

For Vietnam, there are varieties of products ranging from personal protective equipment (PPE), air-conditioner motors, smartphone parts, hard-disk drive, car spare parts, and rare earth magnets to semi-conductors.

For Myanmar and Laos, products comprise of medical gowns, gloves and hard-disk drives.

If one specifically focuses on the Mekong region, Cambodia is the only country that was omitted from this new wave of Japanese factories’ outflow.

Many reasons can be speculated, such as geopolitical considerations, connectivity to the region, investment climate, weak infrastructure, among others.

In October last year, the chief representative of Jetro-Cambodia, Miyao Masahiro, offered a gloomy picture of Cambodia’s investment climate.

From the Japanese investors’ perspective, especially manufacturers, electricity shortage, stability and price are still posing challenges for Cambodia if compared to Thailand and Vietnam.

Another challenge is the taxation system which is still different from the surrounding countries. Trade customs system, trade-related procedures, logistic system and cost are also major obstacles for investors seeking to enter Cambodia.

He was not hopeful for Cambodia to attract large companies as he thinks currently, the Kingdom is only fit for Japanese SMEs.

Such observations are rather discouraging for Cambodia-Japan relations which are seeking more enhanced economic interactions when aid is gradually decreasing.

Probably, Cambodian and Japanese policy-makers need to work out more for favourable and practical solutions for mutual benefits, friendship and strategic partnership.

Addressing investors’ concerns may help increase Cambodia’s chances to welcome the next batch of Japanese companies to be selected by METI and Jetro.

Indeed, countries are struggling to invite investors amid this global economic slowdown, and it is conventional wisdom that it generally takes time and perseverance to convince Japanese companies to come, but when they do come, they are here to stay.

Equally important, they stay to prosper together with local people.

Entre COVID-19 et retrait EBA – EURACTIV.com

Pour le Cambodge, l’impact du COVID-19 est similaire à une simulation du retrait du système commercial Tout sauf les armes (EBA) dirigé par l’UE. Si l’EBA est retirée, ce serait «un clou dans le cercueil» de l’industrie du vêtement déjà mourante, le plus gros employeur du pays, écrit Sim Vireak.

Sim Vireak est le directeur général de l’ASEAN-Cambodge à l’Institut de l’ASEAN pour la paix et la réconciliation.

En décembre 2019, le FMI avait averti que le retrait des préférences commerciales de l’Union européenne dans le cadre du programme Tout sauf les armes du Cambodge entraînerait une baisse des exportations vers l’UE d’environ 13% et une baisse de 3 points de pourcentage de la croissance du PIB, sans préjudice à d’autres effets indirects.

En termes d’emplois, une estimation a été faite que dans le secteur vital du vêtement, 43% des travailleurs (près de 225 000 personnes) plus 20% des travailleurs des usines de chaussures (plus de 20 000 personnes) seraient au chômage.

Cette projection est en train de devenir réalité, mais pas à cause du retrait effectif de l’ABE, mais à cause de la crise épidémiologique et économique mondiale déclenchée par le COVID-19.

Dans le dernier rapport de mai 2020, la Banque mondiale a estimé que l’économie du Cambodge enregistrerait probablement sa croissance la plus lente depuis 1994, se contractant entre -1% (base de référence) et -2,9% (à la baisse). La pauvreté pourrait augmenter de 3 à 11 points de pourcentage par rapport à une perte de revenu de 50% qui dure six mois pour les ménages engagés dans le tourisme, le commerce de gros et de détail, le vêtement, la construction ou la fabrication.

Avec les pertes d’emplois, il en va de même pour les revenus. Cela a causé de graves tensions sur de nombreux travailleurs qui ont demandé des microcrédits, utilisant leur emploi comme levier.

Selon l’Association cambodgienne de microfinance (CMA), 137 000 personnes ont déjà demandé un allégement de prêt dans un contexte de ralentissement économique sous forme de restructuration de prêt, de report de paiement des intérêts ou de report de tous les paiements.

Cela ne représentait que 5% du total des 2,2 millions d’emprunteurs de microcrédits, et le pire reste à venir.

En termes d’emplois, en mai 2020, avec la suspension de 256 usines de vêtements, chaussures et articles de voyage au Cambodge en raison de la pandémie COVID-19, plus de 130000 travailleurs ont été touchés. En outre, environ 169 entreprises du secteur du tourisme ont également été fermées temporairement, laissant environ 16 891 personnes sans emploi.

Le secteur de l’habillement au Cambodge n’est pas un cas isolé. Les exportations de vêtements et de textiles du Vietnam au cours des quatre premiers mois ont chuté de 10% d’une année sur l’autre et pourraient chuter beaucoup plus car les acheteurs ont annulé des commandes en raison du COVID-19. On estime que les exportations de vêtements du Vietnam en 2020 pourraient diminuer de 20% par rapport à l’année précédente, avec une baisse du nombre mondial de 20 à 25%.

Au milieu de ces défis économiques, le gouvernement cambodgien a pris diverses mesures d’urgence pour réduire l’impact sur les retombées éventuelles d’une industrie qui fournit des milliards de dollars de revenus aux travailleurs cambodgiens, principalement des femmes. L’UE a récemment accordé une subvention de 66,7 millions de dollars pour aider l’économie cambodgienne.

Début juin, le gouvernement a lancé la quatrième série d’interventions visant à minimiser l’impact sur l’ensemble de l’économie cambodgienne, en particulier sur les piliers de croissance tels que les industries du vêtement, du tourisme et de la construction. Celles-ci comprenaient des mesures fiscales pour stabiliser les entreprises et les conditions de vie des employés. Le gouvernement a exonéré toutes sortes de taxes mensuelles sur le secteur de l’hôtellerie à Phnom Penh, Siem Reap, Preah Sihanouk, Kep, Kampot, Bavet et Poi Pet pendant deux mois de juin à juillet 2020. Les employeurs seront également exonérés des paiements d’assurance et la caisse nationale de sécurité sociale.

Deuxièmement, une aide financière aux entreprises a été allouée en fournissant un fonds spécial de 50 millions de dollars à mettre en œuvre par la Banque de développement rural et agricole et de 100 millions de dollars à mettre en œuvre par la Banque des PME du Cambodge. aditionellement, 300 millions de dollars sont également alloués au ministère de l’Économie et des Finances pour soutenir les principaux secteurs de croissance pendant et après la crise.

Enfin, des mesures sociales ont également été conçues. le « les programmes de travail contre rémunération »recevront 100 millions de dollars pour absorber la main-d’œuvre qui a été touchée par la suspension des usines. Ce budget sera utilisé pour construire de petites infrastructures physiques au niveau local dans un souci de relance de l’agriculture et de l’économie rurale.

Au-delà des mesures d’intervention d’urgence, il est tout aussi important que le Cambodge envisage de prendre diverses mesures à long terme pour préparer le pays à l’économie post-Covid. De nombreux exemples peuvent être tirés des pays de la région.

Par exemple, la Thaïlande et le Vietnam se font concurrence pour accueillir la délocalisation d’usines depuis la Chine, en utilisant leur réseau logistique sophistiqué et leur environnement favorable aux entreprises. De nombreuses entreprises recherchent des alternatives à la Chine pour fabriquer des marchandises, à l’origine pour contourner les tarifs américains. Cependant, l’épidémie de Covid-19 a renforcé cette tendance après la grave perturbation de la production et de la chaîne d’approvisionnement qui dépend fortement de «Factory China». La Thaïlande s’est également lancée dans cinq mégaprojets d’infrastructure dans son couloir économique oriental (CEE) pour soutenir les investissements étrangers, tels que le train à grande vitesse reliant trois aéroports; Ville de l’aviation d’U-tapao; un centre d’entretien, de réparation et de révision (MRO); le développement du port de Laem Chabang; et le développement du port maritime de Map Ta Phut.

Dans le même ordre d’idées, le développement massif des infrastructures du Cambodge à Sihanoukville indique une logique similaire. Le gouvernement cambodgien a déboursé 350 millions de dollars pour construire des infrastructures routières dans la province de Preah Sihanouk dans le but futur de transformer la ville en une zone économique spéciale polyvalente, un centre financier international et potentiellement le centre industriel du Cambodge. L’aéroport de Sihanoukville géré par le groupe français Vinci a été rénové avec une piste prolongée jusqu’à 3800 mètres qui sera mise en service plus tard cette année. La rénovation du terminal d’arrivée des passagers sera achevée d’ici 2022.

Outre les infrastructures physiques, la diversification industrielle vers les secteurs autres que le vêtement et les futures mesures de création d’emplois devraient être placées au premier rang des priorités.

À Singapour, le National Jobs Council a mis en place un programme qui vise à accompagner près de 100 000 demandeurs d’emploi au cours des 12 prochains mois en créant de nouveaux postes vacants, des stages et des postes de formation professionnelle.

Les pays de la région ont intensifié leurs efforts pour soutenir la taille croissante de l’économie numérique. Par exemple, l’Indonésie imposera une taxe sur la valeur ajoutée de 10% sur les services numériques fournis par des entreprises non résidentes à partir du 1er juillet. Selon le nouveau règlement, la taxe s’applique aux entreprises ayant une «présence économique significative» dans le pays, opérant dans des secteurs tels que les logiciels, le multimédia et les données. Les Philippines envisagent également des mesures similaires.

For Cambodia, the impact of COVID-19 is similar to a simulation of the withdrawal of the EU-driven Everything But Arms (EBA) trade scheme. If EBA is withdrawn, it would be “a nail in the coffin” of the already dying garment industry, the country’s biggest employer, writes Sim Vireak.

Back in December 2019, the IMF warned that the withdrawal of the European Union’s trade preferences under the Everything But Arms scheme from Cambodia would cause a decline of exports to the EU of about 13%, and a 3 percentage point decline in GDP growth, without prejudice to other indirect effects.

In terms of jobs, an estimate was made that in the vital garment sector, 43% of workers (nearly 225,000 people) plus 20% of workers in footwear factories (more than 20,000 people) would become unemployed.

This projection is becoming reality but not because of the actual EBA withdrawal but due to the global epidemiological and economic crisis unleashed by COVID-19.

In the latest report in May 2020, the World Bank estimated that Cambodia’s economy is likely to register its slowest growth since 1994, contracting between -1% (baseline) and -2.9 percent (downside). Poverty could increase between 3 and 11 percentage points from a 50% income loss that lasts for six months for households engaged in tourism, wholesale and retail trade, garment, construction, or manufacturing.

With job losses, the same goes for income. This has caused severe strain on many workers that have applied for microloans, using their jobs as leverage.

According to the Cambodia Microfinance Association (CMA), 137,000 people have already requested loan relief amid the economic slowdown in the form of loan restructuring, interest payment deferrals or postponement of all payments.

This accounted for only 5% of the total 2.2 million microloan borrowers, and the worst has yet to come.

In terms of jobs, as of May 2020, with the suspension of 256 garment, footwear and travel goods factories in Cambodia due to the COVID-19 pandemic, more than 130,000 workers have been affected. Besides, about 169 companies in tourism sector had also been closed temporarily, leaving roughly 16,891 people unemployed.

Cambodia’s garment sector is not an isolated case. Vietnam’s garment and textile exports in the first four months fell 10 per cent year-on-year and could fall much further as buyers cancelled orders due to COVID-19. It is estimated that Vietnam’s 2020 apparel exports could decrease by 20% over the previous year with a global number drop between 20-25%.

For Cambodia, the impact of COVID-19 is similar to a simulation of the possible EBA withdrawal. In the current situation, if EBA is withdrawn, it would signify “a nail in the coffin” of the already dying garment industry.

Amid these economic challenges, Cambodian government has taken various emergency measures to curb the impact on possible fallout of an industry that feeds billions of dollars of incomes to Cambodian workers, mostly women. The EU had recently made a $66.7 million grant to help Cambodia’s economy.

In early June, the government unleashed the fourth round of interventions aimed to minimise impact on the whole Cambodian economy, especially on growth pillars such as the garment, tourism, and construction industries. These included tax measures to stabilise businesses and the living condition of employees. The government has exempted all kinds of monthly tax on the hospitality sector in Phnom Penh, Siem Reap, Preah Sihanouk, Kep, Kampot, Bavet and Poi Pet for two months from June to July 2020. Employers will also be exempted from payments for insurance and the national fund for social security.

Secondly, financial funding support for businesses was allocated by providing special fund of $50 million to be implemented by the Rural and Agricultural Development Bank, and $100 million to be implemented by SME Bank of Cambodia. Additionally, $300 million is also being earmarked for the Ministry of Economy and Finance to support key growth sectors during and after the crisis.

Finally, social measures have also been devised. Thelabour for cash programs” will receive $100 million to absorb labour forces that have been affected by factories’ suspension. This budget will be used to build small physical infrastructures at local levels for the sake of uplifting agriculture and rural economy.

Beyond the emergency intervention measures, it is equally important that Cambodia considers taking various long-term measures to prepare the country for the post-Covid economy. Many examples can be taken from countries in the region.

For instance, Thailand and Vietnam are competing hard to welcome factories’ relocation from China, utilising their sophisticated logistics network and pro-business environment. Many companies have been looking for alternatives to China to manufacture goods, originally to get around US tariffs. However, Covid-19 outbreak has strengthened this trend after the severe disruption of production and supply chain that relies heavily on “Factory China”. Thailand also embarked on five infrastructure megaprojects in their Eastern Economic Corridor (EEC) to support foreign investment, such as high-speed railway linking three airports; U-tapao aviation city; a maintenance, repair and overhaul (MRO) centre; development of Laem Chabang seaport; and development of Map Ta Phut seaport.

In the same vein, Cambodia’s massive infrastructure development in Sihanoukville indicates similar rationale. Cambodian government has disbursed $350 million to build road infrastructure in the Preah Sihanouk province with the future goal to transform the city into a multi-purpose special economic zone, international financial center and potentially the industrial hub of Cambodia. Sihanoukville airport run by the French Vinci Group has been refurbished with extended runway up to 3,800 meters to be put in operation later this year. The renovation of the passenger arrival terminal will be completed by 2022.

Beside physical infrastructure, industrial diversification to non-garment sectors and future job creation measures should be put on top priority.

In Singapore, National Jobs Council has put up a package that aims to support close to 100,000 job seekers over the next 12 months by creating new vacancies, traineeships and skills training places.

Countries in the region have increased efforts to support the growing size of the digital economy. For instance, Indonesia will impose a 10% value-added tax on digital services provided by non-resident companies starting on 1 July. According to the new regulation, the tax applies to companies with a “significant economic presence” in the country, operating in sectors such as software, multimedia, and data. The Philippines is also considering similar measures.

នេះ​មិនមែន​បាន​ន័យ​ថា យើង​មិន​ឱ្យ​តម្លៃ​ដល់​ជំនួយ​អភិវឌ្ឍន៍​របស់​សហភាព​អឺរ៉ុប​ដែល​បាន​ចូលរួម​ចំណែក​យ៉ាង​សំខាន់​ដល់​ប្រទេស​កម្ពុជា ​នោះ​ទេ។ ​ប៉ុន្តែ​សំណួរ​ដែល​សំខាន់​ដែល​ត្រូវ​ជជែក​ដេញ​ដោល​នោះ ​គឺ​ពាក់ព័ន្ធ​នឹង​គោល​គំនិត ​«ពាណិជ្ជកម្ម ប្រសើរ​ជាង​ជំនួយ​» (trade-​not-aid)។

សម្រាប់​ប្រទេស​កម្ពុជា ​ការ​ជំរុញ​ពាណិជ្ជកម្ម ​គឺ​ស្មើ​នឹង​ការ​ផ្តល់​ប្រាក់​ចំណូល​ដោយ​ផ្ទាល់​ដល់​ប្រជាជន។​ នៅ​ពេល​ដែល​ពាណិជ្ជកម្ម​កាន់​តែ​សម្បូរ​បែប​ ប្រាក់​ចំណូល​នឹង​ជ្រៀត​ចូល​កាន់​​តែ​ទូលំទូលាយ​ដល់​គ្រប់​​ស្រទាប់​នៃ​ប្រជាពលរដ្ឋ​ដោយ​ផ្ទាល់​។ សម្រាប់​ប្រទេស​កម្ពុជា ​ពាណិជ្ជកម្ម​នឹង​ផ្តល់​ឱកាស​កាន់​តែ​ខ្លាំង​ក្នុង​ការ​ពង្រឹង​ឯករាជភាព​ផ្នែក​សេដ្ឋកិច្ច​ និង​ការ​ពឹង​​ផ្អែក​លើ​ខ្លួន​​ឯង។ យ៉ាង​ណា​ក្តី​ចំណុច​ខ្សោយ​​​របស់​ប្រទេស​កម្ពុជា គឺ​នៅ​ត្រង់​ថា ​ទីផ្សារ​មាន​ទំហំ​តូច ​និង​សមត្ថភាព​ផលិត​នៅ​ខ្សោយ​​ បើ​ប្រៀប​ធៀប​ជាមួយ​ប្រទេស​ជិត​ខាង​ធំៗ ​២ គឺ​ថៃ និង​​វៀតណាម​។

បើ​និយាយ​រឿង​ជំនួយ​វិញ ទោះបី​ជា​ប្រទេស​ចិន​ និង​ជប៉ុន ​ជាម្ចាស់​ជំនួយ​ធំបំ​ផុត​របស់​កម្ពុជា​ក៏​ដោយ ការ​នាំ​ចេញ​របស់​កម្ពុជា​ទៅ​កាន់​ប្រទេស​ទាំង ​២ ​នៅ​មាន​ទំហំ​តូច​បើ​ប្រៀប​ធៀប​ទៅ​នឹង​សហរដ្ឋ​អាមេរិក​ និង​សហភាព​អឺរ៉ុប។ ជាក់​ស្តែង ប្រទេស​កម្ពុជា ​បាន​នាំចេញ​ទំនិញ​មាន​តម្លៃ​ត្រឹម​តែ ​១,៣ ពាន់​លាន​​ដុល្លារ​ទៅ​កាន់​ប្រទេស​ចិន ​ក្នុង​ឆ្នាំ ​២០១៨​ និង ១,៧ ​ពាន់​លាន​ដុល្លារ ​ទៅ​កាន់​ប្រទេស​ជប៉ុន​ ​នៅ​ឆ្នាំ​ ២០១៩ ​បើ​ប្រៀប​ធៀប​នឹង ​៣,៨ ​ពាន់​លាន​ដុល្លារ ​ទៅ​កាន់​សហរដ្ឋ​អាមេរិក​ក្នុង​ឆ្នាំ ​២០១៨ ​និង ​៦ ​ពាន់​លាន​ដុល្លារ ​ទៅ​កាន់​សហភាព​អឺរ៉ុប​នៅ​ឆ្នាំ ​២០១៨។

ឥឡូវ​នេះ​ប្រទេស​កម្ពុជា ​កំពុង​​ព្យាយាម​ចរចា​កិច្ច​ព្រមព្រៀង​ពាណិជ្ជកម្ម​សេរី​ជាមួយ​ប្រទេស​ចិន​ និង​កូរ៉េ​ខាង​ត្បូង ​ខណៈ​ពេល​​ដែល​កិច្ច​ព្រមព្រៀង​ពាណិជ្ជកម្ម​សេរី​ជាមួយ​ប្រទេស​ជប៉ុន ​ហាក់​ដូច​ជា​នៅ​ឆ្ងាយ។​ ប្រទេស​ខ្លះ​ផ្តល់​ភាព​អនុគ្រោះ​ពាណិជ្ជកម្ម​ដល់​កម្ពុជា​ច្រើន​ ប៉ុន្តែ​ពួក​គេ​ផ្តល់​ឱ្យ​តែ​លើ​មុខ​ទំនិញ​ដែល​កម្ពុជា​គ្មាន​សមត្ថភាព​ផលិត​ប៉ុណ្ណោះ។ ​វិធានការ​មិនមែន​ពន្ធ​ក៏​ត្រូវ​បាន​ប្រើប្រាស់ ​ដើម្បី​កាត់​បន្ថយ​លទ្ធភាព​នាំចេញ​របស់​កម្ពុជា​។ បើ​មើល​ពី​សម្បក​ខាង​ក្រៅ​ ហាក់​បី​ដូច​ជា​ប្រទេស​​ទាំង​នោះ​បាន​ផ្តល់​សម្បទាន​ច្រើន​ខ្លាំង​ណាស់​ដល់​កម្ពុជា​។

ចំពោះ​ការ​ពិភាក្សា​លើ​ប្រធានបទ «ពាណិជ្ជកម្ម​ ប្រសើរ​ជាង​ជំនួយ» អត្ថបទ​របស់​អតីត​អគ្គលេខាធិការ​អង្គការ​សហប្រជាជាតិ​លោក ​កូហ្វី​ អាណាន់ កាល​ពី​ឆ្នាំ​ ១៩៩៩​ នៅ​តែ​មាន​សារៈសំខាន់​រហូត​ទល់​សព្វ​ថ្ងៃ​។

Cambodia-EU: The debate on ‘trade-not-aid’

While Cambodia struggles to cope with Covid-19, EU policies are hurting the very people whose 'rights' it wants to protect

 

To Cambodia as well as the rest of the world, the Covid-19 pandemic has presented the worst form of challenges to fundamental human rights, ranging from the right to life to decent jobs, education, food and shelter. The loss of direct income due to the disruption of global production and supply chains has already forced 400 garment, footwear and travel-goods factories in Cambodia to suspend their operations, leaving more than 150,000 workers jobless.

Amid these challenges, Cambodia recently launched a large-scale cash transfer program for poor and vulnerable households to sustain the livelihoods of those hit hard by the Covid-19 crisis. The government is expected to spend US$25 million monthly, benefiting 560,000 households or 2.3 million Cambodian people.

Some critics say this social-security scheme is “too little” as it will not do much to help people cover their expenses, noting that residents of Phnom Penh need at least $300 a month to meet their needs while those in rural areas require at least $190.

Cambodia has received both punishment and assistance in this difficult time.

While Cambodia is trying to cope with the pandemic, the Swedish government decided to phase out development cooperation with the Cambodian government to refocus its support only on human=rights and democracy aspects.

Last year, then-European Trade Commissioner Cecilia Malmström, a Swedish national, launched a procedure to suspend Cambodia’s trade preference under the framework Everything But Arms (EBA), which would hit hard the multibillion-dollar garment industry in Cambodia. Ironically, it was she who also came all the way to Vietnam, a communist state, to sign the EU-Vietnam Free Trade Agreement in June of the same year.

In a contrasting position, the Swedish retailer Hennes & Mauritz (H&M) has pledged to continue placing orders to improve the garment industry’s situation. The differing approaches by Sweden’s government and its private sector represent different voices in a democratic country.

However, it is still difficult to understand when one hand is trying to help yet another is doing otherwise.

For example, while the European Union is mobilizing about $504 million to support Cambodia’s fight against the pandemic and mitigate its socio-economic impact, at the same time, it is about to eliminate trade preferences, which may cut off billions of dollars of direct incomes to a few million Cambodian garment workers and their dependents.

This is not to underestimate the EU’s development assistance, which has contributed significantly to Cambodia. But the lingering question would fall under the debate on “trade-not-aid.”

For Cambodia, trade represents direct income to its people. The more diversified the trade, the wider the demographic scope whereby the income can reach the people directly. For Cambodia, trade offers a stronger chance of economic independence and self-reliance. Cambodia’s weak point still lies on its small market power and production capacity as compared with its two larger neighbors, Thailand and Vietnam.

As far as aid is concerned, even if China and Japan are Cambodia’s largest donors, Cambodia’s exports to these two countries have remained small compared with those toward the US and the EU. For instance, Cambodia exported only $1.3 billion worth of goods to China in 2018, and $1.7 billion to Japan in 2019, as compared with $3.8 billion to the US in 2018 and $6 billion to the EU that year.

Cambodia is now trying to negotiate free-trade agreements with China and SouthKorea, while an FTA with Japan seems still to be far away. Some countries provide Cambodia a lot of trade preferences but only on items that it has no capacity to produce. Non-tariff measures have also been used to mitigate Cambodia’s ability to export, even though on the surface, it seems like those countries have provided many concessions.

In this debate, a piece written by the late secretary general of the United Nations, Kofi Annan, back in 1999 remains relevant even today.

“They are right to be concerned about jobs, about human rights, about child labor, about the environment, about the commercialization of scientific and medical research.… It seldom makes sense to use trade restrictions to tackle problems whose origins lie, not in trade, but in other areas of policy. By aggravating poverty and obstructing development, such restrictions often make the problems they are trying to solve even worse.…

“So it is hardly surprising if developing countries are suspicious of those who claim to be helping them by introducing new conditions or restrictions on trade. They have been told time and again that free trade is good for them, that they must open up their economies. And they have done so, often at great cost.”

At a time when the country is still climbing the development ladder, “trade-not-aid” should be the next feature of discourse between Cambodia and its foreign partners if they are truly supportive of Cambodia’s stronger self-reliance and sustainable development.

ពាក្យ​ «​កាតព្វកិច្ច​ឧត្តមជន» (noblesse oblige) ​នេះ​មាន​ប្រភព​ដើម​ពី​ភាសា​បារាំង និង​ជា​ផ្នត់គំនិត​ទូទៅ​នៅ​អឺរ៉ុប​ដែល​គេ​សំដៅ​ទៅលើ​តួនាទី​របស់​ត្រកូល​អភិជន (noble) ក្នុង​ការតបស្នង និង​ទំនុកបម្រុង​សង្គម​។ កាតព្វកិច្ច​ឧត្តមជន មិនមែន​ជា​ការទទួល​ខុសត្រូវ​ខាង​ផ្លូវច្បាប់​ទេ តែ​ជា​មនសិការ​ខាង​សីលធម៌​ទូទៅ​សម្រាប់​អភិជន ឬ​ឧត្តមជន​។

ពាក្យ «​កាតព្វកិច្ច​ឧត្តមជន​» ត្រូវបាន​បង្កើតឡើង​ដោយ​អ្នកនយោបាយ​បារាំង Pierre-Marc-Gaston de Levis (១៧៦៤-១៨៣០) ​ដែល​ជំរុញ​ឱ្យ​មាន​កាតព្វកិច្ច​ផ្នែក​មនសិការ​ទៅលើ​បុគ្គល​ដែល​មាន​ឋានៈ តួនាទី​ខ្ពង់ខ្ពស់​។ ទន្ទឹមនឹង​ការទទួល​បាន​អភ័យឯកសិទ្ធិ​សង្គម បុគ្គល​ទាំងនោះ​ត្រូវ​ដើរតួ​ជា​គំរូ ឱ្យ​ប្រដំប្រសង​នឹង​ឋានៈ​សង្គម​របស់ខ្លួន​ដោយ​ធ្វើ​ការងារ​សប្បុរសធម៌ មនុស្សធម៌ ឬ​កិច្ចការ​នានា​ក្នុង​បុព្វហេតុ​នៃ​ការអភិវឌ្ឍ​សង្គម​លើសពី​ការស្វែងរក​ផលប្រយោជន៍​បុគ្គល​។

ជាទូទៅ​អ្នក​ដែល​មាន​សមត្ថភាព​គឺ​អាចមាន​បញ្ញាញាណ​គ្រប់គ្រាន់​ក្នុង​ការប្រកបរបរ​ចិញ្ចឹមជីវិត ឬ​រក​សេចក្តីសុខ​ដល់​ខ្លួនឯង​បាន ប៉ុន្តែ​បើ​មាន​ទេពកោសល្យ​លើស​មនុស្ស​ដទៃ​ហើយ​បែរ​ជា​មិន​ប្រើ​ទេពកោសល្យ​នេះ​ឱ្យមាន​ប្រយោជន៍​ដល់​សង្គម​នោះ​បានន័យថា មិនបាន​បំពេញ​កាតព្វកិច្ច​ឧត្តមជន​។ បើ​មាន​ងារ​ថា ជា​អ្នកប្រាជ្ញ ប៉ុន្តែ​អ្នកប្រាជ្ញ​នោះ​មិនបាន​បន្សល់ទុក​ស្នាដៃ​អ្វី​ដល់​សង្គមជាតិ តើ​មាន​ឈ្មោះ​ថា​ជា​អ្នកប្រាជ្ញ​ដើម្បី​អ្វី​? បើ​មាន​សមត្ថភាព​ខ្ពស់​ហើយ តែ​សុខចិត្ត​ទៅ​ធ្វើ​ការងារ​ងាយៗ​ស្រណុកៗ​ដោយ​មិនបាន​ប្រើ​អស់​ទេពកោសល្យ​របស់​ខ្លួន​នោះ​គឺ​ស្មើនឹង​មិនបាន​បំពេញ​កាតព្វកិច្ច​ឧត្តមជន​។

ឧបមា​ថា បើ​យើង​កើត​ក្នុង​ត្រកូល​ដែល​មាន​ទ្រព្យ​ស្តុកស្តម្ភ​មាន​អ្វី​គ្រប់យ៉ាង​ទោះ​ចាយ​ប៉ុន្មាន​ជំនាន់​មនុស្ស​ក៏​មិន​អស់ ប៉ុន្តែ បើ​យើង​មិនបាន​បំពេញ​កាតព្វកិច្ច​ឧត្តមជន​គឺ​យើង​គ្រាន់​តែមាន​ឈ្មោះថា ទទួល​កេរ​ពី​បុព្វបុរស មិនបាន​ធ្វើ​អ្វី​ជា​ចម្រើន​ដល់​សង្គម​នោះឡើយ​។ ផ្នត់គំនិត “​កាតព្វកិច្ច​ឧត្តមជន​” មានការ​អនុវត្ត​ច្រើនណាស់​នៅ​បស្ចិមប្រទេស​។

ឧទាហរណ៍​ងាយ​យល់​គឺ​លោក អាល់ហ្វ្រេដ ណូបែល ដែលមាន​ទ្រព្យសម្បតិ្ត​មហាសាល ហើយ​គាត់​បាន​បង្កើត​មូលនិធិ​ដើម្បី​ផ្តល់​ជា​រង្វាន់​ណូបែល លើកទឹកចិត្ត​ដល់​អ្នកវិទ្យាសាស្ត្រ​ដែល​បាន​អភិវឌ្ឍ​អ្វីមួយ​ថ្មី បម្រើ​ដល់​សេចក្តី​សុខសាន្ត​របស់​មនុស្ស​ជាតិ ឬ​អ្នក​ដែល​ធ្វើ​វិភាគទាន​ដល់​សន្តិភាព​ក្នុង​ពិភពលោក​។ ប្រធាន​ក្រុមហ៊ុន Microsoft លោក ប៊ីល ហ្គេត បាន​បង្កើត​មូលនិធិ​ទ្រទ្រង់​ដល់​សកម្មភាព​កម្ចាត់​ជំងឺ​ស្វិតដៃជើង និង​ជំងឺគ្រុនចាញ់​ជាដើម​។

មាន​ឧទាហរណ៍​បែបនេះ​ច្រើនណាស់​នៅក្នុង​សង្គម​បស្ចិមប្រទេស​។ ក្រុមហ៊ុន​ល្បីៗ​ធំៗ​តែងតែ​មាន​បង្កើត​មូលនិធិ​អាហារូបករណ៍ ឬ​មូលនិធិ​សម្រាប់​ទ្រទ្រង់​ដល់​ការសិក្សា​ស្រាវជ្រាវ​ជាន់ខ្ពស់ ដែល​ជា​កត្តា​ជំរុញ​ឱ្យមាន​ការរីកចម្រើន​ផ្នែក​វិទ្យាសាស្ត្រ​ និង​បច្ចេកវិទ្យា​។

Should the government deem it necessary to impose emergency measures to fight Covid-19, they will adhere to international standards
 
The World Health Organization has officially declared the Covid-19 outbreak a pandemic and has called on all countries to continue efforts that have been effective in limiting the number of infections and slowing the spread of the virus. Countries around the world have proclaimed national emergencies, and many have imposed quarantines, lockdowns and school and business closures. More than a third of the planet’s population is under some form of restriction. 

In the US, a national emergency was declared on March 13 and the National Guard was deployed to aid California, Washington state and New York. Almost all US states have declared states of emergency to fight the coronavirus.

Countries across Europe have significantly curbed public life in order to halt the spread of Covid-19. In Spain, police have been using violence to enforce strict restrictions on movement, and hundreds have been arrested or fined for defying the measures.

As British lawyer Nicholas Clapham pointed out when explaining the UK’s emergency legislation, “The new legislation provides parliamentary authority for the government to act in ways that might otherwise be considered unlawful or draconian. Like much emergency legislation, it is an attempt to balance liberty and necessity.”

Cambodia is a newcomer in terms of utilizing emergency law. While such proclamations are permissible under a 1999 constitutional amendment, Article 22, a new law to govern such an implementation was deemed necessary. A draft law to that effect now has passed through the National Assembly and the Senate.

Cambodia’s draft Law on the Management of the Nation in State of Emergency (LMNSE) has 12 articles under five chapters.

Article 1 provides for the purpose of the law, which aims to govern the nation under a state of emergency in order to safeguard national security and public order, to protect citizens’ lives and public health, and to protect properties and environment.

According to Article 3,​ such a state of emergency shall be proclaimed by the king after requests from the prime minister, president of the National Assembly and president of the Senate. The duration shall not exceed three months. While it can be extended, it can also be terminated earlier.

Article 4 provides that conditions for proclamation of a state of emergency shall involve dangers caused by war or foreign invasion, public health emergencies caused by pandemics, tumultuous chaos in national security and public order, and severe disasters that threaten the nation as a whole.

Article 5 stipulates specifically restrictive measures that can be taken by the government. These include prohibition of or restrictions on traveling, freedom of assembly and work; quarantine; mobilization and evacuation; governing of properties and services; price management; closures of facilities; information monitoring; and other measures deemed necessary to respond to emergencies. These measures can be applied nationwide or over a specific geographical scope.

It is mandatory that the government shall regularly report to the National Assembly and the Senate about the imposed measures (Article 6).

Obstruction to the execution of emergency measures can result in fines from 2 million to 10 million riels (about US$500 to $2,500) and/or carry a jail term from one to 10 years according to the severity of the crimes (Article 7). Non-compliances carry lighter punishment (Article 8) while heavier punishment is reserved for crimes committed by legal persons (Article 9).

The conduct of state authorities is also governed by this law. Officials who conduct arbitrary abuse of power in contravention to the purpose of this law shall be punished under the laws of Cambodia (Article 10).

Measures derogating public liberty are permissible under international human-rights instruments. Article 4 (1) of the International Covenant on Civil and Political Rights (ICCPR) provides that: “In time of public emergency which threatens the life of the nation and the existence of which is officially proclaimed, the States Parties to the present Covenant may take measures derogating from their obligations under the present Covenant….”

However, the freedom of action of states is not without limitation. According to a document titled “The Administration of Justice During States of Emergency” published by the Office of the United Nations High Commissioner for Human Rights, states are limited by the principles of exceptional threat, official proclamation, non-derogability of certain rights, strict necessity, compatibility with other international legal obligations, non-discrimination, and international notification. Relevant measures must be tailored to the “exigencies of the situation” in terms of their territorial application, their material content and their duration.

All rights that can be derogated from are listed in the ICCPR. Non-derogable rights must be fully protected in such emergency situations. Non-derogable rights include the right to life; the right to freedom from torture, cruel, inhuman and degrading treatment or punishment; the right to freedom from slavery; the right not to be imprisoned on the ground of inability to fulfill a contractual obligation; the right not to be subjected to retroactive legislation (ex post facto laws); the right to recognition as a person before the law; the right to freedom of thought, conscience and religion; and the right not to be subjected to the death penalty.

Through the above-mentioned criteria, it is observed that Cambodia’s draft law has adhered to the principles set forth by international human-rights standards. As well, compared with the existing emergency actions by some countries, it is fair to say that Cambodia’s draft law is still nascent, rudimentary and soft.

The government has also explicitly declared that considering the current Covid-19 situation, there is a slim chance that Cambodia will invoke a state of emergency. So far, Cambodia has yet to implement any lockdown. As such, concerns over the possibility of serious derogations by Cambodia against international norms and practices seem far-fetched.
