Cambodia’s gradual shift to medium- and high-tech manufacturing

For decades, external observers viewed Cambodia through a predictable economic lens: a low-cost hub heavily reliant on the garments, footwear, and travel goods (GFT) sector. However, a structural shift has quietly accelerated. Moving beyond basic light manufacturing, Cambodia is positioning itself as a key strategic node for medium- and high-technology industries within the Southeast Asian supply chain.

Precision component manufacturing: Adapting beyond the ‘Plus-One’ crisis

The initial pivot into medium-technology manufacturing was modelled around a “Thailand Plus One” strategy, where global automotive and electronics giants sought to buffer their operations in Thailand by offloading labor-intensive component segments to Cambodia.

As an early anchor in the Royal Group Phnom Penh Special Economic Zone (SEZ), Japan’s Minebea pioneered high-precision machining in Cambodia by steadily moving from basic assembly to the manufacturing of advanced micro-motors, LED backlights and complex electronic components, effectively proving that Cambodia’s young workforce could adapt to tight technical tolerances.

In tandem, Japanese automotive giant Denso identified the Kingdom as a strategic manufacturing hub. Denso executives have praised the Cambodian workforce for its perseverance, teamwork and unique patience required in handling equipment-intensive vehicle and motorcycle components like sensors, oil coolers and magnetos.

Faced with an unstable land route to Bangkok, manufacturing anchors like Minebea and Denso have had to urgently re-engineer their logistics. Rather than relying on a land corridor, companies have bypassed the land border. They have redirected cargo towards maritime shipping via the Sihanoukville Autonomous Port (PAS) and utilised emergency air charters. This crisis has forced Cambodia to prove it can sustain high-tech production even when physically isolated from its immediate neighbour.

Preparing the landscape for Cambodia’s semiconductor sector

Cambodia does not have a policy for semiconductors. This article is to share the perspectives from a foundational study that the General Secretariat of the Committee for Economic and Financial Policy conducted and published in September 2024.

Entitled the “Study on the Identification of Strategic Industries and their Promotion through Special Economic Zones,” the research identified semiconductors as one of the future strategic industries. The paper is available only in Khmer.

Consultations were conducted in January and February 2024 with industry players in Vietnam and Thailand regarding the preparatory landscape for the sector.

In Thailand, the Working Group met with the Federation of Thai Industries and the Thailand Printed Circuit Association.

Thailand is a major electronics hub. Between 2021 and 2023, the country brought in a massive 132.1 billion baht ($3.7 billion) in printed circuit board (PCB) investments from tech companies from China – including Hong Kong and Taiwan – Japan and Germany. Because of this big footprint, Thailand handles 5% of the entire global market for PCBs, exporting up to $1.6 billion a year, a figure projected to surge up to 15% (roughly $8 billion) per year in the near future.

But when the team asked the big question: “Is Thailand ready for a semiconductor industry?” – the answer was not an immediate yes or no.

In general, it is understood that the PCB industry is one of the first step towards building up a semiconductor ecosystem. Despite sitting on a multi-billion-dollar PCB industry, Thai industrial players were still not immediately-enthusiastic for this high-tech industry because this industry is no longer just a regular business; it is highly strategic and politically sensitive.

Semiconductors have become matters of national security. Giant semiconductor companies will not risk investing billions in advanced factories unless they have absolute confidence that global political tensions or trade wars won’t suddenly shut down their production lines or block their markets.

Thailand’s lesson is clear: building the early-stage ecosystem is only half the battle; navigating global politics is the other.

Free trade zones to drive industrial innovation and trade growth in Cambodia

Around the world, supply chains are being reshaped by new technologies, shifting cost structures, diversification of supply chain and evolving trade frameworks and tension, which have accelerated relocation from traditional manufacturing hubs.

For many countries, this moment presents both a challenge and a clear opportunity to connect more deeply with regional value chains.

Cambodia is still in the conceptualisation stage of the free trade zone (FTZ), the development of which has gone through rigorous multistakeholder consultations, and of course international cooperation from partners such as the government of China and the United Nations Industrial Development Organization (UNIDO).

There should be three contexts to consider when discussing about Cambodia’s development of FTZ.

First, FTZ’s development is part and parcel of Cambodia’s coastal development master plan.

The plan runs from 2025 to 2040, covering four provinces with a total area of nearly 18,000 square kilometers. It consists of 141 sub-projects with a total estimated investment of $ 15–20 billion.

By embedding FTZ development within this broader plan, Cambodia aims to ensure that industrial growth is not a standalone project, but part of a durable, well-sequenced national strategy.

​រំហូរ​ភ្លូកទឹកភ្លូកដី​នៃ​ការវិនិយោគ​របស់​ចិន​បាន​ឈប់​នៅ​ទ្រឹង មុនពេល​ដែល​ជំងឺ​រាតត្បាត​កូ​វីដ​១៩​ចាប់ផ្តើម​ផ្ទុះឡើង​នៅ​ចុងឆ្នាំ​២០១៩​។​

​ឥឡូវនេះ​វា​មាន​រយៈពេល​មួយឆ្នាំ​កន្លះ​ទៅហើយ​ដែល​ប្រទេស​កម្ពុជា​បាន​បើក​ប្រទេស​ឡើងវិញ​នៅ​ចុងឆ្នាំ​២០២១​ហើយ​បានរៀបចំ​កម្រាលព្រំ​ក្រហម​ដើម្បី​ទទួល​ស្វាគមន៍​ការវិល​ត្រឡប់មកវិញ​របស់​ជនជាតិ​ចិន​។​ប៉ុន្តែ មកទល់ពេលនេះ យើង​នៅ​មិនទាន់​ឃើញ​មាន​សញ្ញា​ណាមួយ ដែល​ផ្តល់​ក្តី​សង្ឃឹមថា រំហូរ​ចូល​ដ៏​សម្បើម​នៃ​លុយ​ចិន​នឹង​វិល​ត្រឡប់មក​កម្ពុជា​សាជាថ្មី​ឡើយ​។​

​ម្ចាស់​អចលនទ្រព្យ​ជាច្រើន​មិនអាច​ជួល​អចលនទ្រព្យ​របស់​ពួកគេ​ក្នុង​អត្រា​ខ្ពស់​ដូច​យល់សប្តិ​ដូចដែល​ពួកគេ​ធ្លាប់ជួល​ឱ្យ​ចិន ក្នុង “​យុគសម័យ​មាស​” នៃ​រលក​ចិន ដូច​ពីមុន​បានឡើយ​។​ម្ចាស់​អចលនទ្រព្យ​ត្រូវ​គិតគូរ​ទម្លាក់​តម្លៃ​ជួល​ដើម្បី​សម្រប​ខ្លួន​ទៅនឹង​តថភាព​ថ្មី​ដើម្បី​អនុញ្ញាតឱ្យ​សកម្មភាព​អាជីវកម្ម​នៅក្នុង​ស្រុក​មានដំណើរ​កា​រ​ជា​ប្រក្រតី​។​

​មាន​វិធី​ពីរ​យ៉ាង​ក្នុងការ​ទទួលបាន​បច្ចេក​វិទ្យា​។​វិធី​ទីមួយ​គឺ​យើង​បញ្ជូន​សិស្ស និស្សិត របស់​យើង​ទៅ​រៀន​ក្រៅប្រទេស​ហើយ​បន្ទាប់មក​បង្កើត​បច្ចេក​វិទ្យា​ដែល​យើង​ចង់បាន​នៅពេលដែល​ពួកគេ​ត្រឡប់មកវិញ​។​ប៉ុន្តែ​វិធីសាស្ត្រ​នេះ​អាច​ចំណាយពេល​រាប់​ទសវត្សរ៍​។​ហើយ​យើង​ក៏​មិន​ប្រាកដថា​សិស្ស និស្សិត ទាំងនោះ​នឹង​ត្រឡប់មក​មាតុភូមិ​កំណើត​វិញ​ដែរ​។​

​ករណី​របស់​កម្ពុជា​គឺជា​ករណី​ជាក់ស្តែង​បំផុត​។​យើង​មាន​ធនធានមនុស្ស​ល្អៗ​ជាច្រើន​ដែល​កំពុង​សិក្សា​នៅ​ប្រទេស​ជប៉ុន​ផ្នែក​វិទ្យាសាស្ត្រ​និង​បច្ចេកវិទ្យា​ប៉ុន្តែ​ពួកគេ​ភាគច្រើន​មិនបាន​ត្រឡប់មកវិញ​ទេ​។​ពួកគេ​មិនមាន​ជម្រើស​ច្រើន​នោះឡើយ បើ​ពួកគេ​ត្រឡប់មក​កម្ពុជា​វិញ ដោយសារ​ពួកគេ​មិនអាច​ស្វែងរក​អាជីព​ដែល​សមស្រប​នឹង​សមត្ថភាព​ជំនាញ​របស់​ពួកគេ​ហើយ​បន្ថែម​លើ​នេះ ប្រទេស​ជប៉ុន​តែងតែ​រីករាយ​ជានិច្ច ក្នុងការ​ផ្តល់ជូន​ពួកគេ​នូវ​កញ្ចប់​អត្ថប្រយោជន៍​ដ៏​គួរឱ្យ​ទាក់ទាញ​ដោយសារ​ថា ជប៉ុន​ខ្លួនឯង​ក៏​កំពុង​ត្រូវការ​ធនធានមនុស្ស​ផ្នែក​បច្ចេកវិទ្យា​ដែរ​។​

​អ៊ីចឹង​វិធី​មួយទៀត​គឺមាន​តែ​ការ​ទិញយក​បច្ចេកវិទ្យា​។​

​នៅពេលដែល​សេដ្ឋកិច្ច​របស់​ប្រទេស​ជប៉ុន​កំពុង​រីកចម្រើន​ខ្លាំង​នៅក្នុង​ទសវត្សរ៍​ឆ្នាំ​១៩៨០​ពួក​សាមូរ៉ៃ​បាន​ដើរ​ជះ​លុយ​ទិញ​អ្វី​គ្រប់យ៉ាង​នៅ​អាមេរិក តាំងពី រោងចក្រ​រហូតដល់​ធ​នាគារ​អគារ​ការិយាល័យ​ភាគហ៊ុន​មូល​ប​ត្រ​និង​ផ្ទាំងគំនូរ​វិចិត្រ​របស់​វិចិត្រករ​ល្បីៗ​។​ជនជាតិ​អាមេរិក​ពេលនោះ ភ័យ​ខ្លាំង​ថា ជប៉ុន​អាច​នឹង​ទិញ​អាមេរិក​ទាំងមូល​។​

​នៅ​ទសវត្សរ៍​ឆ្នាំ​២០១០​អឺរ៉ុប​ភ័យខ្លាច​ថា​ចិន​កំពុង​ទិញ​អឺរ៉ុប​ទាំងមូល​។​ជនជាតិ​ចិន​បាន​ដើរ​ទិញ​ក្រុមហ៊ុន និង​រោងចក្រ​រថយន្ត ក្រុមហ៊ុន​កម្មន្តសាល ក្រុមហ៊ុន​ផលិតកម្ម​និង​ក្រុមហ៊ុន​បច្ចេកវិទ្យា​ខ្ពស់​។ សូម្បីតែ​ចម្ការ​ទំពាំងបាយជូរ និង​សិប្បកម្ម​ស្រាក្រហម Bordeaux របស់​បារាំង​ក៏​ពួកគេ​ដើរ​ទិញ​ដែរ​។​

​ក្រុមហ៊ុន​ផលិត​ត្រាក់ទ័រ​ធំ​ទី​ពីរ​របស់​ចិន​ឈ្មោះ​Yto​បាន​ទិញយក​ក្រុមហ៊ុន​McCormick របស់​បារាំង​។ ហើយ​ពួកគេ​បាន​ប្រើប្រាស់​បច្ចេកវិទ្យា​របស់​ក្រុមហ៊ុន​បារាំង​ក្នុងការ​ផលិត​ម៉ូ​ដែល​កម្រិត​ទាប​និង​មធ្យម​នៅក្នុង​ប្រទេស​ចិន​ហើយក៏​បានចាប់ផ្តើម​ការ​ផលិតឡើង​វិញ​នៅ​ប្រទេស​បារាំង​ផងដែរ​។​

​ក្រុមហ៊ុន​Ford បាន​លក់​ក្រុមហ៊ុន​រថយន្ត​Volvo ទៅឱ្យ​ក្រុមហ៊ុន​ឯកជន​ចិន​Geely​ក្នុង​ឆ្នាំ​២០១០​។​

​រថយន្ត​ម៉ាក​MG របស់​អង់គ្លេស​ត្រូវបាន​ក្រុមហ៊ុន Nanjing Automobile Group ជួយសង្គ្រោះ ក្នុង​ឆ្នាំ​២០០៥​ហើយ​ក្រោយមក​មាន​អ្នក​សង្គ្រោះ​បន្ត​គឺ​ក្រុមហ៊ុន​រដ្ឋ​ចិន​SAIC Motor​។​

​ក្រុមហ៊ុន​ផលិត​សម្បក​កង់​អ៊ីតាលី​Pirelli បច្ចុប្បន្ន មាន​ភាគហ៊ុន​ភាគច្រើន​គ្រប់គ្រង​ដោយ​ក្រុមហ៊ុន​គីមី​រដ្ឋ​របស់​ចិន​ChemChina​។​

​ក្នុង​ឆ្នាំ​២០១៦​ក្រុមហ៊ុន​ចិន​បាន​វិនិយោគ​ប្រហែល​១២,៦​ប៊ី​លាន​ដុល្លារ នៅក្នុង​ប្រទេស​អាល្លឺម៉ង់​ដែល​ចំនួន​នេះ​ច្រើនជាង​ទំហំ​វិនិយោគ​សរុប​កាលពី​១០​ឆ្នាំមុន​បញ្ចូល​គ្នា​។​ក្រុមហ៊ុន​អាល្លឺម៉ង់​ចំនួន​៦៨​ត្រូវបាន​ទិញ​ដោយ​ក្រុមហ៊ុន​ចិន​នៅ​ឆ្នាំ​២០១៦​។​ហើយ​នៅ​ឆ្នាំ​២០១៧​ក្រុមហ៊ុន ៥៧ ត្រូវបាន​ទិញ ដែល​ភាគច្រើន​គឺ​នៅក្នុង​វិស័យ​វិស្វកម្ម​។​

​ជា​ការពិត​ការដើរ​ទិញ​ខាងលើនេះ គឺ​ស្ថិតក្នុង​ខ្ទង់​ប៊ី​លាន​ដុល្លារ​។​ប៉ុន្តែ​មិនមែន​ការវិនិយោគ​ទាំងអស់​ត្រូវតែ​មានតម្លៃ​ខ្ពស់​ដូច្នោះ​ឡើយ​។​

​នៅ​ឆ្នាំ​២០២១​ក្រុមហ៊ុន​Wingtech Technology ដែលជា​ក្រុមហ៊ុន​គាំទ្រ​ដោយ​រដ្ឋ​ចិន​បាន​គ្រប់គ្រង​​ទាំងស្រុង​លើ​រោងចក្រ​ផលិត​semiconductor ដ៏​ធំ​បំផុត​របស់​ចក្រភព​អង់គ្លេស​ឈ្មោះ​Newport Wafer Fab (NWF) ក្នុងតម្លៃ​៦៣​លាន​ផោន (​ឬ​៨៧​លាន​ដុល្លារ​) ។​

​មានរឿង​ដ៏​ល្បីល្បាញ​មួយ ដែល​វិនិយោគិន​ជប៉ុន​ឈ្មោះ​Son Masayoshi ស្ថាបនិក​ក្រុមហ៊ុន​Softbank Group ដែល​បាន​សម្រេចចិត្ត​វិនិយោគ​២០​លាន​ដុល្លារ​នៅក្នុង​ក្រុមហ៊ុន​Alibaba របស់​Jack Ma នៅ​ឆ្នាំ​២០០០​បន្ទាប់ពី​បាន​ជួប​ជាមួយ​Jack Ma មិន​ដល់​២០​នាទី​ផង​។​ក្រុមហ៊ុន​ចិន​មួយ​នេះ ក្រោយមក​បាន​រីកចម្រើន​ក្លាយជា​ក្រុមហ៊ុន​ពាណិជ្ជកម្ម​អេឡិចត្រូនិក​ដ៏​ធំ​បំផុត​មួយ​របស់​ពិភពលោក​ដែលមាន​អាជីវកម្ម​រាប់ពាន់​លាន​ដុល្លារ​។​

​មានការ​រាយការណ៍​ថា​ក្រុមហ៊ុន​កូរ៉េ​និង​ចិន ក៏បាន​បង់ប្រាក់​ឱ្យ​សាស្ត្រាចារ្យ​សាកលវិទ្យាល័យ​ជប៉ុន​ដើម្បី​ទទួលបាន​បច្ចេកវិទ្យា​ពី​ការស្រាវជ្រាវ​របស់​ពួកគេ​ដែរ​។​

“Shenzhen Dream”, the Cambodian Version? (Part 3)

“Will Cambodia achieve its Shenzhen dream?”

There is no silver bullet to sustainable development and industrialization.

In fact, there have been many attempts to emulate Shenzhen. For instance, Indonesian President Suharto visited Shenzhen in 1990 and wanted to re-create similar SEZ in Batam island to take advantage of its proximity with Singapore just like the case in which Shenzhen had prospered owing largely to Hong Kong. But the project did not take off well as anticipated.

Shenzhen was created when China was relatively less developed. With limited resources at its disposal, China could not afford to spread them everywhere across the country. China decided to focus the scarce resources to the development of Shenzhen SEZ, along with other three SEZs, namely Zhuhai, Shantou and Xiamen to create success stories that can stimulate other areas in China, and to spread, share and link the development results with surrounding areas. Even among the four SEZs, the successes have been uneven.

The 40 years of efforts are difficult to replicate. But replication is not totally impossible either.

What we can clearly say is that the Shenzhen model too had to face trials and errors, or like what the Chinese saying that goes, “cross the river by feeling the stones”.

Shenzhen development is “gradual and adaptative” experiment but not that without a proper planning. For example, in different versions of Shenzhen master plans, the government has changed the so-called “strategic emerging industries” in accordance with the gradual development of Shenzhen in the global value chain.

The Shenzhen government has played a strong role as supporter rather than regulators of private sector. It has invested in infrastructure, facilities, and initiated activities to support boosting of entrepreneurship. This kind of investment on facilities is not attractive to private sector as the latter is more profit-oriented but it is important for the country’s long-term industrialization.

Indeed, even if the motive is noble but this is not without risk for the government either. Public investment needs a lot of capital. For example, if Cambodia wishes to build virtual universities like in Shenzhen, how do we make sure that universities agree to set up their satellite campus in Sihanoukville? How do we make sure that Sihanoukville would have many companies to create strong demand for those graduates? What if the construction is completed, and there are no talents coming to Sihanoukville due to lack of attractive jobs?

“Gradual and adaptative” approach is probably the rule of thumb.

High cost adventure should be avoided.

For the government side, even if we could have a perfect master plan, implementation is totally a different issue to dwell on. Coordination across ministries and different layers of implementing agencies is a realistic challenge for every government in the world. Mobilizing national momentum towards specific direction requires robust budget commitment, clear terms of reference for implementing agencies in different layers, and most of all a powerful institution with supporting human resources to drive the implementation process.

Beside an active and supportive government, private sector also has their special role to play which is to take the lead in terms of business and technological innovation. The question is how much Cambodia can enlarge the “homegrown contents” when Preah Sihanouk Province will be linked much stronger with the global value chain. Do we have good local companies to support the SEZ eco-systems? Do we have human resources with enough skills as required by the companies? How much Cambodia can supply homegrown materials into the global value chain by utilizing Sihanoukville as exit point?

Lastly, people’s perception and mindset are important. Could Cambodia re-create the “gold rush” investment climate? Can our people fully adopt the “time is money” mentality and would be willing to work until late at night like young people in Shenzhen, sacrificing their many long public holidays?

The reverse engineering of Shenzhen may require a whole-of-government approach to develop Preah Sihanouk Province into becoming a real growth locomotive and strong economic pole to the maximum of its potentials. To that end, we should avoid having over-expectation, but we should not diminish our dreams too much that we can no longer have dreams either.

Those dreams need to be planned, and constantly revised and adapted according to new realities.

Maybe in the future Cambodian people can also go to the moon. Why not? This is a Cambodian dream.

សុបិនរបស់កម្ពុជាឆ្ពោះទៅរកទីក្រុងសិនជិន? (ភាគទី ៣)

តើសុបិន​របស់​កម្ពុជាឆ្ពោះទៅ​រកក្រុងសិនជិនអាចទទួលជោគជ័យ​ដែរឬទេ?”

ពិតជាគ្មានដាវទិព្វ ឬ​វេទមន្ត ដែលអាចសម្រេចគ្រប់រឿងរ៉ាវនោះឡើយ នៅក្នុងដំណើរការអភិវឌ្ឍ និងឧស្សាហូបនីយកម្ម។

ជាការពិត មានការប៉ុនប៉ងជាច្រើនដើម្បីយកតម្រាប់តាម​ទីក្រុងសិនជិន។ ជាឧទាហរណ៍ ប្រធានាធិបតីឥណ្ឌូនេស៊ី ស៊ូហារតូ​ បានទៅទស្សនាទីក្រុងសិនជិន​ ក្នុងឆ្នាំ ១៩៩០ ហើយគាត់​ចង់បង្កើតតំបន់សេដ្ឋកិច្ចពិសេសស្រដៀងគ្នានេះនៅកោះ Batam ដើម្បីទាញយកអត្ថប្រយោជន៍ពីចំងាយភូមិសាស្ត្រជិតបង្កើយជាមួយប្រទេសសិង្ហបុរី ប្រៀបបីដូចជាករណី​ដែល​ទីក្រុងសិនជិន បាន​លូតលាស់ដោយសារទីក្រុង​ហុងកុង​។ ប៉ុន្តែ​គម្រោង​នេះ​មិន​បាន​ដំណើរការ​ល្អ​ដូច​ការ​រំពឹង​ទុក​នោះ​ទេ។

ទីក្រុងសិនជិន​ត្រូវបានបង្កើតឡើងនៅពេលដែលប្រទេសចិនមានការអភិវឌ្ឍតិចតួច។ ជាមួយនឹងធនធានមានកម្រិត ប្រទេសចិន​មិន​អាច​យកធនធានទៅ​ចែករាយប៉ាយ​​នៅ​គ្រប់តំបន់បានឡើយ។​ ប្រទេសចិនបានសម្រេចចិត្តប្រមូលផ្តុំ​ធនធានដែលកំពុងតែខ្វះខាត យក​ទៅផ្ចុងផ្តើម​ការអភិវឌ្ឍតំបន់សេដ្ឋកិច្ចពិសេសសិនជិន​ រួមជាមួយនឹងតំបន់សេដ្ឋកិច្ចពិសេសចំនួនបីផ្សេងទៀតគឺ​ជូហៃ (Zhuhai), សានថូវ (Shantou) និង សែមិន (Xiamen) ដើម្បីបង្កើតជាគម្រូជោគជ័យ​ដល់តំបន់ផ្សេងទៀតផង និង​អាចចែករំលែក សាយភាយ​ និងតភ្ជាប់​ផលពីការរីកចម្រើននោះទៅតំបន់ជុំ​វិញផង​។ សូម្បីតែក្នុងចំណោមតំបន់សេដ្ឋកិច្ចពិសេសទាំងបួនក៏ដោយ ក៏មាន​ជោគជ័យមិនស្មើគ្នាដែរ។

កិច្ចខិតខំប្រឹងប្រែង ៤០ ឆ្នាំគឺពិត​ជា​ពិបាកក្នុងការចម្លង និងយកតម្រាប់តាម​។ ប៉ុន្តែ ក៏​មិន​មែន​ថា មិន​អាចទៅរួចទាំងស្រុងនោះដែរ​។​

អ្វី​ដែល​យើង​អាច​និយាយ​បាន​ច្បាស់​លាស់នោះ​គឺ​ថា គម្រូ​ក្រុងសិនជិន​ ក៏​ត្រូវ​ប្រឈម​មុខ​នឹង​ “ការ​សាកល្បងបណ្តើរ ខុសបណ្តើរ” ដែរ ឬ​ដូចជា​​ពាក្យ​ចិន​ដែល​និយាយ​ថា "ឆ្លង​ស្ទឹងស្ទាបថ្ម”។

ការអភិវឌ្ឍទីក្រុងសិនជិន​ គឺជាការពិសោធន៍ ដែលមានលក្ខណៈ "ជាជំហានៗ​ និងសម្របខ្លួនតាមកាលៈទេសៈ" ប៉ុន្តែ មិនមែនដោយគ្មានផែនការត្រឹមត្រូវនោះទេ។ ជាឧទាហរណ៍ នៅក្នុងផែនការមេទីក្រុង​សិនជិន រដ្ឋាភិបាលតែងតែបានផ្លាស់ប្តូរ និងធ្វើបច្ចុប្បន្នភាព​នូវ​អ្វីដែលគេហៅថា "ឧស្សាហកម្មយុទ្ធសាស្ត្រ​ដែលកំពុងលេច​ឡើងថ្មី​" ស្របតាមដំណាក់កាលនៃ​ការអភិវឌ្ឍជាជំហានៗនៃទីក្រុងសិនជិន​ នៅក្នុងខ្សែច្រវ៉ាក់​តម្លៃសកល។

រដ្ឋបាលក្រុងសិនជិន​ បានដើរតួនាទីយ៉ាងសំខាន់​ក្នុងនាមជាអ្នកជួយឧបត្ថម្ភ​​គាំទ្រ ជាជាងការដើរតួជា​និយតករនៃវិស័យឯកជន។ រដ្ឋាភិបាល​បានវិនិយោគលើហេដ្ឋារចនាសម្ព័ន្ធ សម្ភារបរិក្ខារ និងសកម្មភាពផ្ចុងផ្តើមគាំទ្រដល់ការជំរុញសហគ្រិនភាព​។ ការវិនិយោគបែបនេះ​មិនមានភាពទាក់ទាញសម្រាប់វិស័យឯកជនទេ ដោយសារវិស័យឯកជន​គឺផ្តោតលើប្រាក់ចំណេញ ប៉ុន្តែ ការវិនិយោគសាធារណៈ វាមានសារៈសំខាន់សម្រាប់ឧស្សាហូបនីយកម្មរយៈពេលវែងរបស់ប្រទេស។

ពិត​ណាស់ថា ​បើ​ទោះ​ជា​គោលគំនិតមាន​ភាពឧត្តុង្គឧត្តមយ៉ាងណាក៏ដោយ ប៉ុន្តែ វា​​ក៏​​មាន​ហានិភ័យ​សម្រាប់​រដ្ឋាភិបាល​ដែរ។ ការវិនិយោគសាធារណៈត្រូវការដើមទុនច្រើន។ ជាឧទាហរណ៍ ប្រសិនបើប្រទេសកម្ពុជាមានបំណងចង់បង្កើតសាកលវិទ្យាល័យនិម្មិតដូចនៅទីក្រុងសិនជិន​ តើយើងធ្វើដូចម្តេចដើម្បីប្រាកដថាសាកលវិទ្យាល័យនានាយល់ព្រមបង្កើតសាលានិម្មិត​របស់ពួកគេនៅខេត្តព្រះសីហនុ? តើ​យើង​ធ្វើ​យ៉ាង​ណា​ដើម្បី​ឱ្យ​ប្រាកដ​ថា ក្រុង​ព្រះសីហនុ​នឹង​មាន​ក្រុមហ៊ុន​ច្រើន​ ដែល​អាច​​បង្កើត​តម្រូវ​ការ​ខ្លាំង​សម្រាប់​និស្សិត​បញ្ចប់​ការ​សិក្សាពីសាកលវិទ្យាល័យនិម្មិត​នោះ? ចុះ​បើ​ការ​សាងសង់​រួចរាល់​ហើយ​បែរជា​មិនអាចទាក់ទាញសិស្សពូកែមកបាន ដោយសារ​ក្រុង​​ព្រះសីហនុពុំ​មាន​ការងារ​ល្អ និងមានកម្រៃច្រើននោះ តើយើងត្រូវធ្វើ​ដូចម្តេច?

វិធីសាស្រ្ត "ជាជំហានៗ និងសម្របខ្លួនតាមកាលៈទេសៈ" គឺប្រហែលជាគោលការណ៍មូលដ្ឋាន​។

ការផ្សងព្រេងដែលមានតម្លៃខ្ពស់​ហួសហេតុ​គួរតែត្រូវចៀស​វាង។

សម្រាប់​រាជ​រដ្ឋាភិបាល បើ​ទោះ​ជា​យើង​អាច​មាន​ផែនការ​មេ​ដ៏​ល្អ​ឥត​ខ្ចោះ​ក៏​ដោយ ប៉ុន្តែ​ ការ​អនុវត្ត​គឺ​ជា​បញ្ហា​មួយ​ដោយឡែកផ្សេងទៀត​។ ការសម្របសម្រួលឆ្លងកាត់​ក្រសួង និងរវាង​ស្រទាប់ផ្សេងៗនៃស្ថាប័ន​ អនុវត្ត គឺជាបញ្ហាប្រឈមជាក់ស្តែងសម្រាប់រដ្ឋាភិបាលទាំងអស់​នៅ​ក្នុងពិភពលោក។ ការប្រមូលផ្តុំសម្ទុះ​ជាតិឆ្ពោះទៅរកទិសដៅជាក់លាក់ណាមួយ ទាមទារឱ្យមាន​ការប្តេជ្ញាផ្នែក​ថវិកាដ៏រឹងមាំ មានការកំណត់​ដែនសមត្ថកិច្ច​ និងការទទួលខុសត្រូវ​សម្រាប់​ស្ថាប័ន​អនុវត្តច្បាស់លាស់​ ហើយសំខាន់ផងដែរនោះ គឺ​ស្ថាប័នដ៏មានអំណាច​ឥទ្ធិពលដែលមានធនធានមនុស្សគ្រប់គ្រាន់​ ដើម្បីដឹកនាំ​ជំរុញដំណើរការអនុវត្ត។

ក្រៅពីរដ្ឋាភិបាលដែលសកម្ម និងគាំទ្រ វិស័យឯកជនក៏មានតួនាទីពិសេសរបស់ខ្លួនដែរ។ វិស័យឯកជន​ត្រូវដើរ​ឈានមុខគេ លើ​នវានុវត្តន៍ផ្នែក​ធុរកិច្ច និងបច្ចេកវិទ្យា។ សំណួរនៅត្រង់ថា តើប្រទេសកម្ពុជាអាចពង្រីក "ធាតុចូល​" របស់ខ្លួន​បាន​ដល់កម្រិតណា នៅពេលដែលខេត្តព្រះសីហនុ ត្រូវបានផ្សារភ្ជាប់កាន់តែខ្លាំងជាមួយនឹងខ្សែច្រវ៉ាក់តម្លៃពិភពលោក? តើយើងមានក្រុមហ៊ុនក្នុងស្រុកល្អច្រើនគ្រប់គ្រាន់ ដើម្បីគាំទ្រដល់​ប្រព័ន្ធទ្រទ្រង់​នៃតំបន់សេដ្ឋកិច្ចពិសេសដែរឬទេ? តើយើងមានធនធានមនុស្សដែលមានជំនាញគ្រប់គ្រាន់តាមតម្រូវការរបស់ក្រុមហ៊ុនដែរឬទេ? តើ​កម្ពុជា​អាច​ផ្គត់​ផ្គង់​សម្ភារ​ផលិត​ក្នុង​ស្រុក​បាន​ប៉ុន្មាន​ក្នុង​ខ្សែ​ច្រវ៉ាក់​​តម្លៃ​សាកល ដោយ​ប្រើ​ប្រាស់​ខេត្ត​ព្រះសីហនុ​ជា​ច្រក​ចេញ?

ចុងក្រោយ ការយល់ឃើញ និងផ្នត់គំនិតរបស់ប្រជាជន​ក៏មានសារៈសំខាន់ផងដែរ​។ តើ​កម្ពុជា​អាច​បង្កើត​បរិយាកាស​វិនិយោគ ដែល​ប្រជាជន​មាន​អារម្មណ៍ថាខ្លួន​ទើបរកឃើញរ៉ែមាសដែរឬទេ? តើប្រជាជនរបស់យើងអាចទទួលយកអនុវត្ត​ពេញលេញ នូវ​គោល​គំនិត "ពេលវេលាជាមាសប្រាក់​" ហើយសុខចិត្តធ្វើការរហូតដល់យប់ជ្រៅដូចយុវជននៅទីក្រុងសិនជិន ដោយលះបង់ថ្ងៃឈប់សម្រាកជាសាធារណៈដ៏វែងរបស់ពួកគេដែរឬទេ?

“Why Shenzhen model is attractive?”

Shenzhen is attractive not just for developing countries overseas but also for many local administrations in China until today. Many Chinese local governments still send their officials to learn from Shenzhen experiences.

The simplest explanation is that peoples are attracted by the economic miracle that Shenzhen has shown during the 40 years of reforms and development.

Original condition of Shenzhen was very poor, and infrastructure was nonexistent even the most basic ones such as traffic light.

In 1978, Shenzhen had only 174 factories, with a total industrial output value of less than USD 10.25 million.

After 40 years of development, Shenzhen had become one of China’s most important high-tech research and development (R&D) and manufacturing bases. As of 2018, over 11,000 high-tech enterprises called the city home.

Shenzhen has seen its GDP grow 20.7 percent on average annually over the past 40 years.

Shenzhen is now China’s third-largest city by GDP after Shanghai and Beijing. In 2022, Shenzhen’s GDP stood at RMB 3.24 trillion (USD 478.58 billion), while Shanghai and Beijing had 4.47 trillion (USD 660.18 billion) and RMB 4.16 trillion (USD 614.47 billion) respectively.

Shenzhen has developed into a service-driven economy and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA)’s technology and R&D hub. Some of the largest names in the technology industry are headquartered in Shenzhen like Huawei, Tencent, ZTE, and DJI.

Manufacturing remains an important backbone to Shenzhen’s economy. Manufacturing accounts for the largest industry by employment, with over four million people employed in the sector at the end of 2020, out of the total population of 12.5 million.

Shenzhen is China’s largest exporting city, ranking first among China’s main cities for 29 years in a row. The Port of Shenzhen is the fourth-largest in the world, with annual throughput reaching 28.77 million TEUs in 2021. Sihanoukville port had an annual throughput of 732,287 TEUs in 2021.

These are inspiring stories that attracted Cambodia’s attention in the latter’s endeavor to develop Preah Sihanouk Province.

 

“What does Shenzhen look like nowadays?”

The city is spacious. It is a newly built and well-planned city.

Green is almost everywhere. The SEZ legislation in 2005 required that the non-construction land ratio shall not be less than 49%. This is in line with the key strategies in the third SEZ Master Plan (2010-2020) which focused on high-tech and innovative industrial platforms, environmental improvement and urban regeneration.

The streets are wide and decorated with green walkways. Beautiful flowers with varying colors highlight street intersections. There are hardly any cars parking on the streets as mostly they are kept underground.

There are many public spaces, gardens and basketball courts.

The city is also smart. 5G technology is disseminated across the city. People can simply track the duration of their traffic light through navigation apps in their mobile phones. The society is almost cashless as people rely on mobile phone for daily transactions.

A look at various industrial zones tells us more how advanced and developed Shenzhen is across the spectrum.

The Mawan Smart Port boasts the first fully automated terminals in China that became a reality in 2021. The port’s digitalization began in 2017 relying on homegrown technologies such as Container Terminal Operating System. The port is run by China Merchants Group (CMG) with history that can be traced back to 1872, or 151 years as of today. CMG is one of China’s centrally administrated state-owned enterprises, founded and headquartered in Hong Kong. The company is also a listed company in Hong Kong, and has a comprehensive portfolio not exclusive to port management but also finance and real estate.

Shenzhen is home to many high-tech companies. Beside the common technological trademarks of Shenzhen like Huawei, ZTE or DJI (drone company), Shenzhen also has plenty of companies with less than a few decades of history, but they are the companies that have developed advanced technologies to compete in global market against much older giant multi-national corporations.

For example, the thirty years old Hytera company is competing with Motorola on digital mobile radio (DMR), and the company was among the high-tech enterprises banned in the United States together with Huawei, ZTE, Hikvision, and Dahua in 2020.

A much younger UBTech company was created in 2012 and is specialized in humanoid robots. The company even created Artificial Intelligence (AI) curriculum for elementary schools and their office put on display robots made by those elementary pupils.

This company is located in Nanshan intelligence or smart park that the Shenzhen government created to host young hi-tech start-ups. The office space rental costs RMB 60 (USD 8.71) per square meter whereas the market rate in Nanshan area outside the intelligence park would cost around RMB 200 (USD 29.05) per square meter, more than three times. Everything in Nanshan intelligence park belongs to the Shenzhen government. The government provides incentives to companies with several young PhD holders who are developing new technologies. Those companies can initiate projects that can be selected for seed funding around RMB 4 to 5 million (approximately USD 580,000 to USD 730,000) even if not all of those projects succeed.

Shenzhen government also created Shenzhen Virtual University Park (SZVUP) in 1999 to attract famous universities with high technologies and their professors to set up their virtual campus in Shenzhen, in the model of one campus for multiple universities.

This is how supportive the Shenzhen government is.

Equally important, this also shows the significant amount of disposable resources that the government can provide.

Local entrepreneurs said that in Beijing, companies must listen the government. However, in Shenzhen, the government listens more to private companies. Shenzhen government has done all it can to make sure that Shenzhen becomes the paradise for local and international companies. The government always tries to be supportive and facilitative rather than regulatory. The government provides platform for growth and building of business networks including overseas.

For example, Mindray company, which produces medical equipment from primary care to comprehensive diagnosis system with high-end technology, relies on government’s support in linking the company with overseas market. The company is so young, founded in 1991 or 32 years old, but it is competing with traditional grand players of the world in this specialized field in terms of cost-efficiency and quality.

Beside big companies and technologies, we cannot overlook the importance of high-skilled and highly committed human resources.

In Shenzhen, there are many young and energetic workers in their 20s or 30s. During lunch break in the intelligence park, we can see those high-tech workers come out with their T-shirts, jeans and sportive sneakers, instead of business attires, filling the streets of the industrial parks that take the inspiration from the Silicon Valley.

When some restaurants in Guangzhou are closing at 9:00PM, in Shenzhen high-tech zones, 11:00PM is the normal day rush hour.

This is very much in line with the Chinese slogan used in the early days of opening-up and privatization, which says “time is money; efficiency is life.” The tech savvy and highly competitive workers have the hungry mentality like the “gold rush” era, and they are willing to work extra miles to achieve their economic betterment.

 

“What does Cambodia want from Shenzhen model?”

Putting the development of Preah Sihanouk Province into the context of 40 years development of Shenzhen SEZ, the former has just remained in its nascent stage but not that it has not had its own igniting effects. The impacts from the Belt and Road Initiative (BRI) and the huge influx of Chinese investment capital and tourists in the late 2010s were the important stimulus that has revitalized a stronger desire for development. The negative impacts from overly and unplanned development had compelled the government to intervene with a clearer planning, and thus the development of the Master Plan following the Shenzhen model.

Comparing with the development of Shenzhen, Cambodia does not have ideological restriction in introducing Shenzhen model because Cambodia has been a market economy since the beginning, and its investment regime has been one of the most liberalized in the region.

At this stage of development, it can be observed that there should be three important reasons for Cambodia to adopt Shenzhen model.

Firstly, it is about inspiration. It is not about ideology but rather on inspiration and pragmatism. Cambodia was attracted to the success of Shenzhen’s development and wants to apply Shenzhen’s elements of success in the development of Preah Sihanouk Province. Cambodia has the benefits of latecomers by learning from the lessons of Shenzhen and can get itself better prepared and coordinated towards sustainable development. In this sense, it is fair to say that the government is intending to adopt a macro-economic intervention, planning and regulation of the development instead of a fully laissez-faire attitude. Nonetheless, it remains to be seen how much the government intends to intervene in the long-term process of development. Whether the government is acting as a regulator, a supervisor, a planner or a partial stakeholder of the development, this would entail further discussion within key government agencies, depending on political will, institutional capacity and committable resources. Division of labour among different layers of government institutions and identification of their core competence and responsibilities are also subject for future discussion.

Secondly, it is about the sources of investment. By linking with Shenzhen model, Cambodia is trying to inform Chinese investors that they can expect a similar environment like Shenzhen should they need to find a new or additional investment destinations. Shenzhen needs Hong Kong investment and it has greatly benefited from the immediate geographical distance and blood lineage of Chinese in Hong Kong. Similarly, Shenzhen may act as Cambodia’s gateway to Chinese investment if Cambodia can firmly commit to business and investment-friendly environment that has supported Shenzhen’s miracle.

Thirdly, it is about the source of innovation. Access to modern technologies and innovation are the important inspiration for Cambodia to link with Shenzhen, which has great track record in absorbing modern technologies as well as in integrating technologies within the city’s development. Again, like the case of Shenzhen, such development takes time. How much is modern, or how much is called advanced technologies, this is a matter for further discussion. In the early stage, Cambodia may need appropriate and relevant technologies, not immediately high-end technologies, to uplift its industrial model from labor-intensive into a higher value-added and skill-based industrial model in a gradual manner.

ទីក្រុងសិនជិន​មានភាពទាក់ទាញមិនត្រឹមតែសម្រាប់ប្រទេសកំពុងអភិវឌ្ឍន៍បរទេស​ប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងសម្រាប់រដ្ឋបាលក្នុងស្រុកជាច្រើននៅក្នុងប្រទេសចិនផងដែរ រហូតដល់សព្វថ្ងៃនេះ។ រដ្ឋបាល​មូលដ្ឋាន​​របស់​ចិន​ជា​ច្រើន ​នៅ​តែ​បញ្ជូន​មន្ត្រី​របស់​ខ្លួន​ទៅ​រៀន​ពី​បទពិសោធន៍​ក្នុង​ទីក្រុងសិនជិន​។

ការពន្យល់ដ៏សាមញ្ញបំផុតគឺថា សិនជិនមាន​ភាពទាក់ទាញ​ដោយសារ​អច្ឆរិយៈសេដ្ឋកិច្ចដែលទីក្រុងនេះ​ សម្រេចបាន​ក្នុងអំឡុងពេល៤០ឆ្នាំ​នៃកំណែទម្រង់ និងការអភិវឌ្ឍ។

ស្ថានភាពដើមនៃទីក្រុងសិនជិន​គឺក្រីក្រខ្លាំងណាស់ ហើយហេដ្ឋារចនាសម្ព័ន្ធក៏មិនមានដែរ សូម្បីតែហេដ្ឋារចនាសម្ព័ន្ធ​មូលដ្ឋានបំផុតដូចជាភ្លើងស្តុបជាដើម។

ក្នុងឆ្នាំ១៩៧៨ ទីក្រុងសិនជិន​មានរោងចក្រត្រឹមតែ ១៧៤ ដែលមានតម្លៃទិន្នផលឧស្សាហកម្មសរុបតិចជាង ១០,២៥ លានដុល្លារ។

បន្ទាប់ពី៤០​ឆ្នាំនៃការអភិវឌ្ឍ ទីក្រុងសិនជិន​បានក្លាយជា​មូលដ្ឋាន​ស្រាវជ្រាវ និងអភិវឌ្ឍន៍បច្ចេកវិទ្យាទំនើប និង​ជាមូលដ្ឋានផលិតកម្មដ៏សំខាន់បំផុតមួយរបស់ប្រទេសចិន។ គិតត្រឹមឆ្នាំ ២០១៨​ ទីក្រុងនេះ​មាន​សហគ្រាសបច្ចេកវិទ្យាទំនើបរហូតដល់ទៅជាង ១១.០០០ក្រុមហ៊ុន​។

ទីក្រុងសិនជិន​មាន​កំណើន​ផលិតផល​ក្នុងស្រុកសរុប​​(ផ.ស.ស) កើនឡើងជាមធ្យម​ ២០,៧% ប្រចាំឆ្នាំក្នុងរយៈពេល៤០​ឆ្នាំកន្លងមកនេះ។

ឥឡូវនេះសិនជិន​គឺជាទីក្រុងធំជាងគេទី ៣ របស់ប្រទេសចិនបើគិតពីទំហំ ផ.ស.ស. បន្ទាប់ពីទីក្រុងសៀង​ហៃ និងប៉េកាំង។ ក្នុងឆ្នាំ ២០២២ ផ.ស.ស. របស់សិនជិន​មានទំហំ​៣,២៤ទ្រីលានយាន់​ (៤៧៨,៥៨ប៊ីលានដុល្លារ) ខណៈពេលដែលទីក្រុងសៀង​ហៃ និងប៉េកាំងមានទំហំ ៤,៤៧ទ្រីលានយាន់​ (៦៦០,១៨ប៊ីលានដុល្លារ​) និង៤,១៦ទ្រីលានយាន់​ (៦១៤,៤៧ប៊ីលានដុល្លារ)​រៀងគ្នា។

ទីក្រុងសិនជិន​បានអភិវឌ្ឍទៅជាសេដ្ឋកិច្ចដែលមាន​ឧស្សាហកម្មសេវាកម្ម​​ជាចម្បង និងជាដុំ​កង់រង្វិល (hub) សេដ្ឋកិច្ចដ៏សំខាន់​សម្រាប់ “មហាអនុតំបន់ឆ្នេរក្វាងតុង ហុងកុង ម៉ាកាវ” (Guangdong-Hong Kong-Macao Greater Bay Area) ក្នុងវិស័យ​បច្ចេកវិទ្យា និងស្រាវជ្រាវ និងអភិវឌ្ឍន៍​ (R&D)។ ស្លាក​យីហោធំៗ​មួយចំនួននៅក្នុងឧស្សាហកម្មបច្ចេកវិទ្យាសុទ្ធតែ​មានទីស្នាក់ការកណ្តាលនៅទីក្រុងសិនជិន​ដូចជា Huawei, Tencent, ZTE និង DJI (ផលិតដ្រូន)។

ឧស្សាហកម្មកម្មន្តសាល​នៅតែជាឆ្អឹងខ្នងដ៏សំខាន់សម្រាប់សេដ្ឋកិច្ចរបស់សិនជិន។ ឧស្សាហកម្ម​នេះ​ប្រើប្រាស់​កម្លាំង​ពលកម្ម​ច្រើន​ជាងគេបំផុត គឺ​ជាង៤លាននាក់​នៅចុងឆ្នាំ ២០២០ ក្នុងចំណោម​ប្រជាជនសរុបប្រមាណ ១២,៥លាននាក់​។

ទីក្រុងសិនជិន​គឺជាទីក្រុងនាំចេញធំបំផុតរបស់ប្រទេសចិន ដែលជាប់ចំណាត់ថ្នាក់ទីមួយក្នុងចំណោមទីក្រុងសំខាន់ៗរបស់ប្រទេសចិនក្នុងរយៈពេល ២៩ឆ្នាំ ជាប់ៗគ្នា។ កំពង់ផែសិនជិន​គឺជាកំពង់ផែធំជាងគេទី ៤ នៅលើពិភពលោក ជាមួយនឹងបរិមាណកុងតែន័រឆ្លងកាត់ចំនួន ២៨,៧៧​លាន​ TEUs ក្នុងឆ្នាំ ២០២១។ កំពង់ផែក្រុងព្រះសីហនុមាន​បរិមាណកុងតែន័រឆ្លងកាត់ចំនួន ៧៣២.៣៨៧ TEUs ក្នុងឆ្នាំ២០២១​។

ទាំងនេះគឺជារឿងបំផុសគំនិតទាក់ទាញចំណាប់អារម្មណ៍របស់កម្ពុជាក្នុងការខិតខំអភិវឌ្ឍខេត្តព្រះសីហនុ។

 

"តើទីក្រុងសិនជិន​សព្វថ្ងៃ​មាន​ទិដ្ឋភាពដូចម្តេច​?"

ទីក្រុងមានសភាពទូលាយ​។ ​ជា​ទីក្រុង​ដែល​ទើប​នឹង​សាងសង់​ថ្មី និង​មាន​ការ​រៀបចំ​ផែនកា​រយ៉ាង​ល្អ​។

យើង​មើល​ឃើញពណ៌​បៃតងស្ទើរតែគ្រប់ទីកន្លែង។ ច្បាប់តំបន់សេដ្ឋកិច្ចពិសេស​ក្នុងឆ្នាំ ២០០៥ តម្រូវឱ្យរក្សា​ទុកដី​មិន​មាន​សាងសង់អ្វី​យ៉ាង​តិច​៤៩%។ នេះគឺស្របតាមយុទ្ធសាស្ត្រសំខាន់ៗនៅក្នុងផែនការមេ ទីបី (ឆ្នាំ២០១០-២០២០ដែលផ្តោតលើការ​បង្កើត​វេទិកា​សម្រាប់​បច្ចេកវិទ្យាទំនើប និងឧស្សាហកម្ម​នវានុវត្តន៍ ការកែលម្អបរិស្ថាន និងការផ្តល់សម្ទុះ​ដល់ក្រុងឡើងវិញ​។

ផ្លូវធំទូលាយលំអ​ដោយ​ផ្លូវថ្មើរជើង​ដែលមាន​ដើមឈើខៀវខ្ចី។ ផ្កាដ៏ស្រស់ស្អាតចម្រុះពណ៌ បានរំលេចតាំងលំអនៅទីតាំង​ផ្លូវបំបែក​សំខាន់ៗ។ យើង​ស្ទើរតែមិន​ឃើញ​មាន​រថយន្តចតនៅតាមដងផ្លូវ ព្រោះភាគច្រើនគេទុកនៅក្រោមដី។

មានទីធ្លាសាធារណៈ សួនច្បារ និងទីលានបាល់បោះជាច្រើនកន្លែង។

ទីក្រុងនេះក៏ជាទីក្រុងវៃឆ្លាតផងដែរ​។ បច្ចេកវិទ្យា 5G ត្រូវបានគ្របដណ្តប់​ពាសពេញទីក្រុង។ ប្រជាជន​អាចតាមដានរយៈពេលនៃស្តុបចរាចរណ៍របស់ពួកគេតាមរយៈកម្មវិធីប្រាប់ផ្លូវ និង​ផែនទី នៅក្នុងទូរស័ព្ទដៃរបស់ពួកគេ។ គឺជា​សង្គមដែលឈានទៅ​លែងប្រើសាច់ប្រាក់ (cashless) ដោយសារមនុស្សទាំងឡាយ​ពឹងផ្អែកលើទូរស័ព្ទដៃសម្រាប់ការទូទាត់​ប្រចាំថ្ងៃ។

ការទស្សនា​តំបន់ឧស្សាហកម្មមួយចំនួន​នឹង​ប្រាប់យើងបន្ថែមទៀតថា តើទីក្រុងសិនជិន​មានភាពជឿនលឿន និងរីកចម្រើនយ៉ាងណាលើ​វិស័យចម្រុះ​។

កំពង់ផែ Mawan Smart Port មានចំណតផែកុងតែន័រស្វ័យប្រវត្តិកម្មពេញលេញដំបូងគេនៅក្នុងប្រទេសចិន នៅឆ្នាំ ២០២១។ ការធ្វើឌីជីថលូបនីយកម្ម​កំពង់ផែនេះបានចាប់ផ្តើមនៅឆ្នាំ ២០១៧ ដោយពឹងផ្អែកលើបច្ចេកវិទ្យាអភិវឌ្ឍក្នុងស្រុក ដូចជា​ “ប្រព័ន្ធប្រតិបត្តិការចំណតផែ​កុងតែន័រ” (Container Terminal Operating System) ជាដើម។ កំពង់ផែនេះត្រូវបានគ្រប់គ្រងដោយក្រុមហ៊ុន China Merchants Group (CMG) ដែល​មាន​ប្រវត្តិចាប់​តាំង​ពី​ឆ្នាំ​១៨៧២​ ឬស្មើ​នឹង​អាយុ ១៥១ឆ្នាំ​គិតត្រឹមពេលបច្ចុប្បន្ន​។ ក្រុមហ៊ុន​ CMG គឺជាសហគ្រាសរដ្ឋគ្រប់គ្រងដោយ​រដ្ឋបាល​កណ្តាលរបស់ប្រទេសចិន ដែលត្រូវបានបង្កើតឡើង និងមានទីស្នាក់ការកណ្តាលនៅទីក្រុងហុងកុង។ ក្រុមហ៊ុននេះក៏ជាក្រុមហ៊ុនចុះបញ្ជីនៅផ្សារមូលប័ត្រ​ទីក្រុង​ហុងកុងផងដែរ ហើយមានធុរកិច្ច​​ទូលំទូលាយមិនកម្រិត​តែទៅលើ​ការគ្រប់គ្រងកំពង់ផែប៉ុណ្ណោះទេ គឺមាន​ថែមទាំងអាជីវកម្ម​ហិរញ្ញវត្ថុ និងអចលនទ្រព្យផងដែរ។

ក្រុងសិនជិន​គឺជាមូលដ្ឋាន​​របស់​ក្រុមហ៊ុន​បច្ចេកវិទ្យាទំនើប​​ជាច្រើន​។ ក្រៅពីក្រុមហ៊ុនយីហោធំៗផ្នែកបច្ចេកវិទ្យា​​ ដូចជា Huawei, ZTE ឬ DJI (ក្រុមហ៊ុនផលិតដ្រូន) ទីក្រុងសិនជិន​ ក៏មានក្រុមហ៊ុនជាច្រើនដែលមានអាយុ​តិចជាងពីរ ឬបីទសវត្សរ៍​ ដែរ ប៉ុន្តែពួកគេគឺជាក្រុមហ៊ុនដែលមានសមត្ថភាព​អភិវឌ្ឍ​បច្ចេកវិទ្យាទំនើប ដើម្បីប្រកួតប្រជែងក្នុងទីផ្សារពិភពលោក ជាមួយ​នឹង​សាជីវកម្មពហុសាសន៍​ធំៗ ហើយ​ដែល​មាន​អាយុកាល​ច្រើន​ជាង។
