Fluid situation of global economy: Re-globalization or fragmentation?

The IMF estimated that global growth will be slowing to below 3 percent in 2023, and even if 2024 might have a better outlook, global growth will remain well below its historic average of 3.8 percent. The World Bank drew even a gloomier picture. It suggested a possible “lost-decade” as economic growth is nearing the “speed limit”. It predicted that global GDP growth could shrink to 2.2 percent annually between now and 2030, a decline of a third from the 3.5 percent average rate from 2000 to 2010.


To curb inflation, many countries keep raising policy interest rates. In February, the US Federal Reserve raised its rate to 4.5–4.75 percent, the European Central Bank to 2.5–3.0 percent, the Bank of England to 4.0 percent, and the Reserve Bank of India to 6.5 percent. In Brazil, the rate goes as high as 13.75 percent, which is one of the highest in the world.

The banking crisis in the US and Switzerland will worsen the stagflation and possibly tip the US and Europe into recession.


Amid this situation, countries are weighting in political and economic policy options and are trying to figure out whether the world is moving towards “re-globalization” or “fragmentation/decoupling”.

“Re-globalization”  is defined as reforming globalization to make it work better, expanding its pool of beneficiaries and better managing its challenges.

On the other hand, “fragmentation/decoupling” is suggesting that countries should decouple from globalization. In explicit cases, some countries are vying for strategic competition or even confrontation through trade wars, technology wars, and tit-for-tat sanctions. The linkages and inter-dependence have been reduced or even cut off.

The direct implication from fragmentation would be what the United Nations Secretary General Antonio Guterres calls the “Great Fracture” in which the world will have “two different sets of trade rules, two dominant currencies, two internets and two conflicting strategies on artificial intelligence.” The costs would be tremendous. World GDP would shrink by 1.5 percent; prices would rise virtually across the board; and the delivery of global public goods would be severely diminished.


Fragmentation seems to be an unstoppable trend. Some countries are restructuring their supply chains towards more regional or more friendly partners. This is what we call “nearshoring” or “friendshoring” .


Energy trade
 is a good case in point. When Russian coal exports to Europe were reduced, they were balanced by increases from Colombia and South Africa. Exports from South Africa to Europe experienced an almost six-fold increase, while exports from the U.S. have remained broadly stable in 2022 with some were redirected to Europe. Russian exports, which increased overall, have been redirected to China and India, following the EU ban of Russian coal in the third quarter of 2022.


Trade war between the US and China is another example. It’s now five years since then US President Donald Trump imposed tariffs on $60 billion of Chinese goods accusing China of “unfair trade practices”. In December, the Biden administration rejected two WTO rulings that went in China’s favour about the tariffs, arguing that the WTO had no right to rule on issues of national security.


The US is pursuing an “endgame”  with China. Concerns about China’s role in global supply chains and in cross-border commerce and investment is predominant driver of most of U.S. trade policy. The Global Arrangement on Sustainable Steel and Aluminum (GASSA)’s goal of raising market barriers for steel and aluminum is first and foremost a response to China’s steel and aluminum industries.


Likewise, the Indo-Pacific Economic Framework (IPEF) seeks to deepen US economic engagement in the Indo-Pacific as a counterweight to regional economic integration with China, which is being pursued under a number of bilateral and multilateral trade agreements, most notably the Regional Comprehensive Economic Partnership (RCEP).

In warning against geo-economic “fragmentation/decoupling”, the World Trade Organization has suggested that the share of global trade between countries in the two different blocs would fall from 46.0 percent without decoupling to 25.0 per cent with decoupling, a reduction of 21.0 percentage points. On decoupling, the stakes are highest for low-income countries, because they stand to benefit most from the positive spill-overs generated by international trade.

When the US and EU are leading on high stake “fragmentation/decoupling”, Asia is providing real example on how a more deepened economic integration or in this case “re-globalization”, can provide better option for regional growth.

Asia is relatively seen as a bright spot in the bleak global economic landscape. As a major engine of the world economy, Asian economies are accelerating the pace in overall economic recovery in 2023.


According to the annual report of the Boao Forum for Asia, it is estimated that the weighted real GDP growth rate of Asia in 2023 would be 4.5 percent, an increase from 4.2 percent in 2022, making it a standout performer in view of the global economic slowdown.

Deepened financial integration in Asia has made regional economies more resilient against negative impacts from international capital flows. The main source of FDI for Asia remains within the region.

More countries are trying to promote local currency settlement to minimize risks from “fragmentation/decoupling”. As of the end of 2022, there were 26 local currency swap agreements within duration signed by Asian economies.

According to the Asian Development Bank (ADB), growth in developing Asia is forecast at 4.8  percent this year and in 2024, up from 4.2 percent last year. The People’s Republic of China’s (PRC) recovery and healthy domestic demand in India will be the region’s main growth supports this year and next.

Inflation is forecast to moderate this year and next, from 4.4 percent in 2022 to 4.2 percent in 2023 and 3.3 percent in 2024, gradually moving closer to pre-pandemic averages.

The banking turmoil had a limited impact on the banking sector in developing Asia.

Growth in Southeast Asia is normalizing after a sharp rebound last year. The subregion is expected to grow by 4.7 percent in 2023, down from 5.6 percent last year.

For Cambodia, ADB forecasted that its GDP would grow at 5.5 percent and 6.0 percent in 2023 and 2024 respectively. Cambodia has the third highest growth in Southeast Asia after Vietnam (6.5 percent, 6.8 percent), and the Philippines (6.0 percent, 6.2 npercent). Cambodia’s inflation will be 3.0 percent and 4.0 percent in 2023 and 2024—the third lowest in the region after Brunei (2.0 percent, 1.6 percent) and Thailand (2.9 percent, 2.3 percent).

Indeed, the global economy remains in fluid situation, and while there are countries who seek rearrangement based on geopolitical fault lines, there are also countries who are pursuing rearrangement for the mere sake of survival, especially small states and developing economies.

For ASEAN member states (AMS), although they don’t explicitly mention so but “re-globalization” seems to be the preferred choice, if not the only option. Countries do not want to be caught up in choosing one at the expense of another, Pax Sinica or Pax Americana.

They want to link with both according to circumstances, sectors and industries as long as situation allows to secure larger market access, to remain competitive, visible and connected with global supply chain. It is worth to note that seven AMS, except Cambodia, Laos and Myanmar, are members to both the RCEP and IPEF. In a similar vein, the four ASEAN dialogue partners, namely Japan, Australia, New Zealand, the Republic of Korea, who are members of IPEF also do not dismember themselves from RCEP.

To cushion external pressure, AMS may endeavor to promote intra-regional trade while pushing for enhanced connectivity. Digital economy also presents a policy option for ASEAN to weather rising economic tension. ASEAN has a rapid increase in digital consumers. The region’s digital economy is projected to exceed $300 billion by 2025 and $1 trillion by 2030.

Such policy options point towards “re-globalization” rather than “fragmentation”, and thus far there is no specific move from AMS that would suggest an outright “fragmentation” because integration constitutes ASEAN’s strategic goal since its inception.

Acknowledging that shifts are taking place, Singaporean finance minister Lawrence Wong put it rightly that “we are a small country, we have to take the world as it is, and not what we would like it to be…The game plan is really just to get back to basics, be very clear what our interests are, and advance those interests in a credible and principled manner consistently.”

Life-threatening reforms conducted by Prime Minister Hun Sen

In an unprepared speech at the launching event of the Public Financial Management Reform Program Phase 4 on 20 March 2023, Prime Minister Hun Sen recalled the reforms that he undertook in the 1980s, which were nothing less than life-threatening.

By this, he meant to say that it was not only about the threat to his political life but also his own physical existence.

He recalled how his life was so fragile and vulnerable when he stood out to propose daring reforms during the extremely volatile and dangerous situation. Nonetheless, he was still inclined to initiating reform for his sheer belief—and later became his governance mantra—that “ke tumrong keu ros, min ke tumrong keu slab”, meaning “to reform is to survive; without reform means death”.

He explained that there were three life-threatening reforms he undertook during the 1980s.

Firstly, the internal political reform. He was the early figure to push for negotiation and peaceful dialogue to put an end to Cambodian conflict. Unfortunately, Cambodian leadership back then was full of “neak tor suu” or “struggle fighters”, and no one was ready for the concept of negotiation. Everyone only talked about fighting to win.

The most troublesome factor was that in his premiership his own defence minister and foreign minister were not supportive of the talk. Therefore, he needed to change these two ministers to push forward his peace talk initiative.

Of course, the reform was undertaken when internal understanding and consensus were not fully on board, and such situation was extremely dangerous for the country and government that were just emerging from war.

He also thanked the French government for providing platform and hosting the negotiation between the then Prince Norodom Sihanouk and himself at Fère-en-Tardenois, a village northeast of Paris, in December 1987.

The historical event was remembered as the early impetus for the culmination into what we all know as the Paris Peace Agreements in 1991.

Secondly, on economic reform. The immediate task for the government that was just emerging from the genocidal Pol Pot regime was to save the lives of the people.

He recalled that in those times, 20 families only had two cows as their means of agricultural production. Now people are complaining about traffic jams for having too many cars on the street.

In the 1980s, no one had a clue of what privatization mean but Prime Minister Hun Sen was instrumental in introducing land privatization reform, and later market economic concepts.

This daring move was made when Vietnam was still conducting cooperative economics. He recalled that in those times there were no less than 100,000 Vietnamese troops in Cambodia.

While he was constantly being accused as Vietnamese puppet, he needed to make justice to Vietnam on the fact that Vietnam was in Cambodia to oust Pol Pot’s butchers, and that it did not interfere in the domestic undertaking of Cambodian government.

As the prime minister, he had all the freedom to conduct political reform as mentioned above, as well as economic reform. Cambodia’s self-determination was fully respected by Vietnam as compared to the current situation in which he is being threatened and intimidated each time he makes important decision.

Thirdly, on possible sanction from the Soviet Union. Only the Soviet Union and socialist countries supported the lifeline of Cambodian people, who were the remaining survivors from Pol Pot’s devastating genocide.

His government undertook reforms well before Soviet’s Perestroika and Glasnost. Soviet Union could easily cut off the lifeline support to Cambodia considering Prime Minister Hun Sen’s unconventional reforms.

But the Soviet Union did not do so. Soviet’s tolerance did pave the way for this daring political and economic reforms. And Prime Minister Hun Sen was in gratitude for the Soviet Union’s big heart even until today.

All in all, he was trying to encourage the next generations not to fear  reforms because the reforms we are doing today, nothing is life-threatening like the reforms he undertook in the 1980s. He was trying to institute the important governance mantra to the next generation public servants, which is “to reform is to survive; without reform means death”.

​ឧក្រិដ្ឋកម្ម​ក្បត់ជាតិ ការឃុបឃិត​ជាមួយ​អំណាច​បរទេស ការបំផ្លិច​​បំផ្លាញ​រដ្ឋាភិបាល និង​សន្តិសុខ​​សាធារណៈ​ស្ថិត​ក្នុងចំណោម​ប្រភេទ​ឧក្រិដ្ឋកម្ម​ធ្ងន់ធ្ងរ​បំផុត​មួយ​។ ប្រទេស​កម្ពុជា ​បាន​អនុវត្ត​យ៉ាង​ម៉ឺងម៉ាត់​នូវ​ច្បាប់​របស់ខ្លួន​ក្នុងការ​ការពារ​សណ្តាប់​ធ្នាប់​នៃ​រដ្ឋធម្មនុញ្ញ ហើយ​នៅក្នុង​ដំណើរ​​ការ​ទាំងនេះ កម្ពុជា​បាន​អនុវត្ត​យ៉ាង​តឹងរ៉ឹង​នូវ​កាតព្វកិច្ច និង​នីតិ​​វិធី​សិទ្ធិមនុស្ស​។ សកម្មភាព​ទាំង​​នេះ​បាន​ប្រាប់​បញ្ជាក់​យ៉ាងច្បាស់​ថា កម្ពុជា​បានជ្រើសរើស​យក​លទ្ធិប្រជាធិបតេយ្យ​ដែល​ផ្អែកលើ​គោលការណ៍​នីតិរដ្ឋ​។ គណ​បក្ស និង​តួអង្គ​នយោបាយ​ទាំងអស់​ត្រូវ​ក្រើនរំឭក​ខ្លួនឯង​ជានិច្ច អំពី​កាតព្វកិច្ច​ក្នុងការ​ការពារ​សន្តិភាព​ស្ថិរភាព និង​ភាពសុខដុមរមនា​នៅក្នុង​សង្គម នៅពេលដែល​ពួកគេ​ចង់​លើកស្ទួយ​លទ្ធិ​ប្រជា​​ធិបតេយ្យ​សេរី​ពហុបក្ស​ក្រោម​រដ្ឋ​​ធម្មនុញ្ញ​របស់​កម្ពុជា​។ នេះ​គឺជា​ជម្រើស​របស់​កម្ពុជា​។​

​ទី​២ កម្ពុជា​បានបញ្ជាក់​យ៉ាងច្បាស់​ថា កម្ពុជា​បដិសេធ​ដាច់ខាត​ចំពោះ​អន្តរាគមន៍ និង​ការ​ជ្រៀត​​ជ្រែក​ពី​បរទេស​ក្នុង​កិច្ចការ​ផ្ទៃក្នុង​របស់​កម្ពុជា​។ ក្នុង​ឆ្នាំ ​១៩៩៤​ សិង្ហ​បុរី​បាន​កាត់ទោស Michael Fay ដែលជា​ក្មេង​ជំទង់​ជនជាតិ​​អាមេរិក​ឱ្យ​ជាប់គុក និង​វាយ​ដោយ​រំពាត់​ពីបទ​បំផ្លិចបំផ្លាញ និង​ចោរ​​កម្ម​។ ប្រធានាធិបតី​នៅពេលនោះ លោក Bill Clinton បានស្នើ​សុំឱ្យ​មានការ​លើក​លែង​ទោស​ធ្វើឱ្យ​សិង្ហ​បុរី​ពិបាក​សម្រេចចិត្ត​។​

ការបដិសេធ​ការជ្រៀតជ្រែក​ពី​បរទេស​មិនមែនជា​រឿង​ងាយស្រួល​នោះទេ​សម្រាប់​រដ្ឋ​តូចៗ​។ ការគំរាមកំហែង ការ​​បង្ខិតបង្ខំ ការបំភិតបំភ័យ និង​ការ​ដាក់ទណ្ឌកម្ម​ឯកតោភាគី គឺជា​ផលវិបាក​ដែល​អាច​ព្យាករ​បាន​។​

Cambodia makes its own way in Kem Sokha case

The sentencing of an opposition figure for treason sends a message that foreign interference will be rejected.       

Cambodia made two important choices on its national trajectory considering the recent sentencing of Kem Sokha to 27 years of house arrest on charges of treason and conspiracy with a foreign power.

First, it made clear that Cambodia chose peaceful democratization in its consistent endeavor to build a multiparty liberal democracy as enshrined in its constitution.

Some may observe the sentence as the end of democracy. But looking at Cambodia’s history of nation-building, the event was just a point of time in which Cambodia confirmed its self-determination on what kind of democracy it intends to build.

Surely, Cambodia does not opt for agitating, abrupt, violent and selfish democracy in which individual freedom is cherished and sanctified more than peace, stability, and social harmony.

The context is strange when the individual right to possess a gun is so much more important than the protection of children’s lives. The context is beyond comprehensible when individual freedom and democracy is being prioritized so much more than peace even at the sacrifice of the people’s right to life.

What does democracy mean for countries fallen into wars that see no end? The right to life is the most sacred human right of all.

Attempted coups, sabotage of government and public security are responded to firmly in every country. For instance, in December 2022, Germany suppressed a coup plot by launching one of its biggest ever raids, nationwide and beyond (in Austria and Italy), involving 3,000 officers, searching 150 properties and arresting 25 people in total.

In July 2016, scores of people were killed in Turkey and more than 1,400 wounded as a result of an attempted coup. Meanwhile, the government arrested some 6,000 people, including high-ranking soldiers and judges.

Compared with the above cases, Cambodian authorities’ actions in containing a planned color revolution have been rather calm. No violence, no torture, no bloodshed.

All human-rights aspects have been observed strictly. For instance, the rights of criminal defendants were fully guaranteed, including the right to a lawyer, permission for observation of the trials, and health-care consideration. In Cambodia, foreign diplomats were even allowed to observe the 66 hearings held from January 15, 2020, until December 21, 2022.

In contrast, in April 2019, Thailand’s Foreign Ministry protested against Western embassies accusing it of breaching protocol when the latter witnessed court proceedings of a Thai politician charged with sedition.

The crime of treason, conspiracy with foreign powers, sabotage of government and public security are among the most severe types of crimes.

Cambodia firmly implemented its law in protecting constitutional order, and in the process has strictly observed human-rights obligations and protocols.

These actions clearly show that Cambodia has chosen democracy based on the rule of law. All political parties and actors must remind themselves of obligations to protect peace, stability and social harmony in their promotion of multi-party liberal democracy under the constitution.

This is Cambodia’s choice.

The second choice Cambodia made in the Kem Sokha case was to make clear that it strongly rejects foreign intervention and interference in domestic affairs.

In 1994, Singapore sentenced Michael Fay, an American teenager, to jail and caning for vandalism and theft. Then-US president Bill Clinton requested clemency, putting Singapore in a dilemma.

Recalling how the event strained US-Singapore relations, former prime minister Goh Chok Tong noted, “On the one hand, we need to stand firm on the rule of law..… On the other hand, had we granted clemency, we would not have done our relationship with the US a favor, because we would be seen to be a client state of the US.”

The late prime minister Lee Kuan Yew put it more bluntly: “The American society is the richest and most prosperous in the world, but it is hardly safe and peaceful. If you like it that way, that is your problem. But that is not the path we choose. They always talk about human rights. I think it is just a convenient slogan.”

According to Goh, in 2002 Clinton said to him, “You should have caned him more,” and added that Fay’s father should also have caned him earlier.

This was a tough decision for Singapore when the country needed to reject foreign interference in executing its rule of law.

But Kem Sokha’s case was much tougher. This is not a case where an American kid messed up a Singapore park, but it was a case where a Cambodian politician stirred up domestic politics with support from foreign powers. Kem Sokha said so himself proudly, that his activities were meant to gain more political confidence from his supporters.

No one tortured him to make him confess; and no one forced him to speak about his long-term plots to overthrow the Hun Sen government through a color revolution with support from foreign powers.

This is like having a Russian-American politician trying to run for president in the US, claiming that he has a good formula to fix America’s democracy. How would the Americans handle a foreign-controlled politician in their homeland?

Rejecting foreign interference is no easy feat for small states. Threats, coercion, intimidation and unilateral sanctions are foreseeable consequences.

But Cambodia still says no to foreign interference in its domestic affairs, and has chosen to implement its laws firmly.

If foreign sanction results from maintaining domestic peace, and the foreign trophy of human rights is given only at the expense of domestic peace and stability, Cambodia would choose domestic peace and sovereignty.

Senior Cambodian leaders are rather tone-deaf about sanctions from Western nations because they experienced unjust economic sanctions for 12 years, from 1979 until 1993, after survivors emerged from the genocidal Pol Pot regime. They are resilient and proud people who have contributed to turning the country from war to peace, and from peace to prosperity.

They are the generation who believed that foreign intervention had been one of the major causes of Cambodia’s tragedy that had left scars that can be seen even until today, like landmines and unexploded remnants of wars (UXO) as well as the toxic Agent Orange legacy.

Their experiences tell them not to let go of peace, independence and sovereignty. Cambodia will hold on tight of its own destiny with its own hands.

Cambodia chose a peaceful democratization process based on the rule of law and with full respect to peace and stability. Its self-determination shall be respected.

លោក​ សម រង្ស៊ី​ ក៏​បាន​ធ្វើ​ការ​ចោទប្រកាន់​ជា​ច្រើន​ថា សម្តេច​តេជោ​​នាយក​រដ្ឋ​មន្ត្រីហ៊ុន សែន នៅ​ពី​ក្រោយ​​ករណី​ធ្វើ​ឃាត​ផ្សេងៗ។ ​ជា​ថ្មី​ម្តង​ទៀត ការ​ចោទប្រកាន់​បែបនេះ គឺ​ប្រៀបបី​ដូច​ជាការ​ដែល​​អ្នក​នយោ​បាយ​អូស្ត្រាលី​​ចោទថា មហា​​ក្សត្រី អេលីហ្សា​ប៊ែត នៅពី​ក្រោយ​ការ​ធ្វើឃាត​​ព្រះនាង​ដៃអាណា​ (Diana) អ៊ីចឹង​ដែរ​។

ដូច្នេះ ស្ទីល​នយោ​បាយ​របស់​លោក​ សម រង្ស៊ី មាន​លក្ខណៈ​ចម្រូងចម្រាស​ខ្លាំង​ណា​ស់​ ហើយ​គាត់​តែង​តែ​លាក់ខ្លួន​​ពួន​អាត្មា​នៅពី​ក្រោយ​លេស​នៃសិទ្ធិ និង​សេរីភាព​នៃ​ការ​បញ្ចេញ​មតិ។

យើង​សង្កេត​ឃើញ​មាន​ករណី​ជាច្រើ​ននៃ​ការ​អ​នុ​វត្តក្រៅដែន​យុត្តាធិការ​ និង​ក្រៅដែន​អធិបតេយ្យ​របស់​រដ្ឋមួយចំនួ​ន ដែ​ល​បំពាន​ដល់​កិច្ចកា​រ​ផ្ទៃក្នុ​ងរ​ប​ស់រ​ដ្ឋផ្សេ​ង​ទៀត។​ ប្រទេស​ខ្លះ​ប្រើ​អំណាចស​ភា​និងនីតិ​ប្រតិ​ប​ត្តិ​​ដើម្បី​ដាក់ទ​ណ្ឌ​កម្មសេ​ដ្ឋកិ​ច្ច និងកា​រទូ​តដើម្បីជ្រៀ​តជ្រែ​ក​ចូ​ល​ក្នុងនយោបាយ​ក្នុងស្រុករ​បស់រដ្ឋ​ដទៃ​ទៀ​តដែល​ភាគ​ច្រើ​នជារ​ដ្ឋ​ទន់​ខ្សោយ​។

រដ្ឋ​ទាំង​អ​ស់គួរ​តែប្រុ​ងប្រ​យ័ត្ន​ក្នុង​ការបែងចែ​កឱ្យដាច់​​រវាង​ការ​លើ​កទឹកចិត្ត​សេ​រីភាព​នយោបាយ​និងលទ្ធិប្រ​ជាធិប​តេយ្យ​ពីការ​លើក​ទឹកចិ​ត្តវប្បធ​ម៌ន​យោបាយ​ជ្រុ​លនិ​យ​ម​។

Cambodian diaspora’s opposition ‘consensus’ misrepresented

Hun Sen’s expatriate supporters have as much right to be heard as his opponents

On February 23, The Diplomat published an article written by David Whitehouse titled “Australia Gets Tough on Foreign Government Intimidation of Cambodian, Rwandan Diasporas.”

The article accused the Cambodian government of intimidating members of the Cambodian diaspora to stifle dissenting voices and fundraising.

However, the argument lacks a fair and objective assessment of Cambodian politics.

The author identified himself as co-author of the autobiography of Cambodian opposition leader Sam Rainsy, who is a very controversial political figure.

Sam Rainsy exploits the borderline of freedom and democracy as means for his political style and self-expression. Just recently, he added up his multiple accounts of verbal assaults against the Cambodian king, who is an inviolable public figure under the constitution. This is akin to an Australian politician making a public attack against the dignity of the late Queen Elizabeth II.

He made several accusations that Prime Minister Hun Sen is behind various assassination cases. This is again like an Australian politician accusing Queen Elizabeth of masterminding an assassination of Diana, Princess of Wales.

This is how problematic his political style is under the guise of freedom of expression.

Therefore, Whitehouse’s association with such a controversial and extremist political figure should be enough to arouse caution when evaluating the objectivity of his article.

Second, the article encourages an extremist political culture that could be harmful to democratic principles and inter-state relations.

According to democratic principles, if it is a recognizable right of the Cambodian diaspora to support an opposition group, it is also right and fair for anyone to support the elected government of Cambodia.

Accusing the government of intimidating and harassing diaspora communities is erroneous.

In fact, it is members of the diaspora who support the Cambodian government and the ruling Cambodian People’s Party (CPP) who have been suppressed, humiliated and discriminated.

The latest threats made in the United States are that those who support the CPP could have their American citizenship and resident rights revoked, and may be repatriated back to Cambodia.

The landscape has changed. Recently, members of the diaspora gained enough confidence to join public events and express their support for Cambodian government, and it has become commonplace for Hun Sen to conduct meetings with thousands of Cambodians overseas, such as in​ Geneva in July 2019,​ Washington and Zurich in May 2022, and the latest one in Brussels in December.

The increase of public expression of support from the Cambodian diaspora toward the government speaks to the practice of democracy in which people can exercise political freedom.

Claiming that the whole Cambodian diaspora supports the opposition is far-fetched and lacks objectivity.

On inter-state relations, encouraging anti-government political movements against another state is politically sensitive. This allows intrusion and meddling in the internal affairs of another state under the guise of democracy, human rights and political freedom.

Stories abound that the US has suspected Russian influence in its highest form of politics, the presidential election. Australia also took actions to prevent Chinese influence within its domestic politics.

According to the Westphalia Treaty, which is the cornerstone for customary practice and norms of international relations, states shall abide by four important principles, namely national self-determination, the resort to diplomacy in resolving conflicts, peaceful coexistence among sovereign states, and non-interference in the internal affairs of other sovereign states.

But the real practice is rather different. To borrow George Orwell’s quote, it seems that “all animals are equal, but some animals are more equal than others.”

There are multiple occurrences of extrajudicial and extraterritorial practice of some states that intrude the internal affairs of other states. Some states use their parliamentary and executive powers to impose economic and diplomatic sanctions to meddle in domestic politics of other states, mostly weaker ones.

All states should be cautious in differentiating between the encouragement of political freedom and democracy, and the encouragement of extreme political culture.

No politicians of any country, no matter how good they perceive themselves to be, can totally exempt themselves from hatred by people who have different political opinions. Nonetheless, all expression of political freedom should be made in accordance with the law and with respect for the dignity of the person.

No one can stop the opposition diaspora from having unfavorable views against Cambodian leaders. Likewise, no Cambodian diaspora should be prevented from expressing different political opinions from the opposition groups.

This is the core principle of democracy, which should be observed and applied fairly and equally without discrimination.
